An organization founded nearly 2 years ago to reverse the drain of technology and talented resources from southern NJ, through the creation of an Aviation Research and Technology Park. The organization is currently comprised of: –FAA William J. Hughes Technical Center –Richard Stockton College of New Jersey –NJ Aviation Research & Technology Consortium –Atlantic County Executive Office –Atlantic County Improvement Authority –Casino Reinvestment Development Authority –NJ Economic Development Authority –Atlantic County Regional Chamber of Commerce –NJ Commerce & Economic Growth Commission –South Jersey Economic Development District

A high-technology, integrated, dynamic aviation research facility: –Research laboratories, conference facilities & classrooms –To be located on land owned by the FAA, adjacent to the William J. Hughes Technical Center –A separate research institution that can respond to both todays, and future air transportation concerns Will provide national and international leadership in aviation research and technologies, building upon the Technical Centers legacy and renowned reputation

To deliver cutting edge aviation security, safety, and information research and technologies To support the FAAs mission, to provide the safest, most efficient aerospace system in the world, through: –Innovative aviation research and technology via cross- fertilization of ideas across related disciplines –Collaboration among government, public, private and academic entities –Attracting and retaining the brightest minds (nationally & internationally) to address future air transportation concerns

The volume of air travel / transportation is expected to double over the next 10 years, or even triple by the year 2025 The current NAS, and supporting infrastructure was simply not designed to handle the voluminous increases anticipated It is expected that the NAS will have to be redesigned from the ground up The JPDO was created to oversee redesign of the NAS

Was created via Public Law & Executive Order, and consists of: DoT, FAA, NASA, DHS, DoD and DoC Established to collectively support development of the Next Generation Air Transportation System (NGATS) …… redesign of the NAS! Assigned to evaluate promising technologies, and to recommend ways in which the system can be redesigned to handle the increased volumes, while minimizing travel delays, and ensure passenger safety

As promising technologies are identified, they will first have to be evaluated and tested (simulation, modeling, and rapid prototype capabilities) Some of these technologies can best be evaluated at the FAA Technical Center Others will require specialized laboratories / facilities created specifically for this purpose

Will collectively, provide premier, state-of-the art laboratories / facilities to: Support todays aviation system Deliver cutting edge technology to meet the demands of tomorrows Next Generation Air Transportation System – Meet transitional needs and provide a path to get to the future – Look ahead without losing sight of where we are today – Build upon the 40+ year legacy of the Technical Centers aviation advancements – Build upon the national and international reputation of the Technical Center * * FAA will retain oversight authority for the ARTP

Located on 55 acres, upon the perimeter of the FAA Technical Center Campus like environment consisting of multiple structures: –Laboratories –Research structures / facilities –Lecture halls & conference facilities –Smart classrooms / training facilities Allows both virtual and physical access to federal laboratories

Completed appraisal of proposed site Researched other research parks Cooperative ARTP organization formed (C) 3 MOU to create the ARTP MOU to commission feasibility study / master plan –Funds committed for study from multiple parties –Request for proposal advertised by the Atlantic County Improvement Authority –Wallace, Roberts & Todd, LLC (WRT) selected as the vend Appropriation Request via Congressman LoBiondo
