The Next Generation Air Transportation System Joint Planning and Development Office “Where new ideas are welcome” October 13, 2004

2 Public Law December 12, 2003 Establishes the requirement for an integrated plan Plan must meet air transportation safety, security, efficiency and capacity needs beyond those currently included in the Operational Evolution Plan Establishes the Joint Planning and Development Office (JPDO) Establishes a multi- agency Senior Policy Committee Requires the JPDO to Operate in conjunction with relevant programs in specified government agencies Consult with the public and ensure the participation of experts from a broad range of entities within the private sector Establishes the requirement for an integrated plan for the next generation air transportation system for 2025 Plan must meet air transportation safety, security, efficiency and capacity needs beyond those currently included in the Operational Evolution Plan Establishes the Joint Planning and Development Office (JPDO) to execute the program Establishes a multi- agency Senior Policy Committee to work with the JPDO and provide guidance Requires the JPDO to Operate in conjunction with relevant programs in specified government agencies Consult with the public and ensure the participation of experts from a broad range of entities within the private sector

5 Capability to Reduce Weather Impacts
Weather impacts present day operations during all phases of flight—approximately 70% of all air traffic delays are attributed to weather – annual cost estimated at over $4B Weather strategy IPT will act to better coordinate USG and industry efforts utilizing end to end program management concepts 1. Safety related costs (damage/litigation/procedural changes) add additional $3B annually—23% of system accidents list weather as a factor 2. A. Use of new weather support tools will increase operational focus and relevance Promotes weather common situational picture to all NGATS operational systems Reduces opportunity for confusion in interpreting weather information—may reduce training requirements Increases safety across system, reducing general aviation opportunities for controlled flight into terrain as a result of flying into unexpected IFR conditions 3.b. Plan for changes in aircraft, airport, and system technology to enable operations in a wider spectrum of weather conditions Transformation payoff realized by: Integrated operational weather information will allow greater decision-making on the ground and in the cockpit, greatly enhancing safety and capacity. Review and modify existing policies/regulatory rules for weather and its application to operational decisions

6 Transformation Direction
Improve NGATS aviation weather services through formation of weather IPT to coordinate USG, industry, and private sector efforts/interests with specific charge to: Define and document NGATS aviation weather requirements (100% requirement) Map out existing research efforts across partners/agencies Synchronize existing weather research activities – identify gaps against 100% requirement C. Advance weather specific technology Observations Forecasts Increase weather information accuracy and reliability 1. E. Promote better use of forecaster expertise, applying where it is value added Define and coordinate database interface requirements with private sector vendors

Streamline research to operations processes Development and implementation of 5-dimensional aviation weather database (spatial, temporal, and probability) key transformation enabler Changes role of weather providers from product delivery to information management Ensure weather information is accounted for in future NGATS command and control systems

8 Status Team developed draft national weather plan document during past 12 months Team consists of DOC/NASA/FAA/DOD/association/industry members Breakout groups examining observations/forecasts/ dissemination/integration/training with charge to list first order estimates of cost, schedule, risk, and major milestones by October 31st NASA/FAA/NOAA conducted kickoff meeting to explore agency roles in developing aviation weather database

9 Issues Budget wedge asked for in FY07 DOC/NOAA submission, however difficult to augment FY05/06 Role and mission of IPT not well understood throughout participating agencies Development of aviation weather database major enabler to weather vision, however, significant technology investments/risk involved
