1 NextGen Next Generation Air Transportation System National Oceanic and Atmospheric Administration Technical Summit November 4, 2010 Thank you so much for inviting me to speak to you today. NextGen is a comprehensive overhaul of our national airspace system to make air travel more convenient and dependable, while ensuring your flight is as safe, secure and as hassle-free as possible. In a continuous roll-out of improvements and upgrades, the FAA is building the capability to guide and track air traffic more precisely and efficiently to save fuel, and reduce noise and pollution. I’m pleased to have this opportunity to speak with you about our NextGen plans and the progress the agency is making and the benefits we are already seeing with NextGen capabilities. To give you example of the complexity of the NextGen transformation, the NAS operates 7/24 with more than 63,000 facilities and pieces of equipment. Last year air traffic controllers’ facilitated the movement of 620 M passengers and 9.5 M tons of freight through 19.3 M departures. NextGen transformation will affect over 233,000 aircraft, 590,00 pilots and 500 airports. 1

Our latest figures show that aviation provides: 12 million jobs $1.3 trillion in economic activity And represents 5.6% of our GDP Our nation's economy depends on aviation. NextGen lays a foundation that will continually improve and accommodate future needs of air travel while strengthening the economy with one seamless global sky.

3 Reducing Environmental Impact A Top Focus
Historically, safety served as the primary constraint on the capacity of the system. However, in recent years environmental concern have become more important in limiting aviation, and in some cases have become the dominant constraint on air traffic. Anticipated increases in air transportation demand will place significant environmental pressures on the National Airspace System (NAS) Current operational trends show that aircraft noise and aviation emissions will be a critical constraint on the capacity and flexibility of the NAS unless managed and mitigated. Aviation impacts affect community noise, air quality, water quality, energy usage and availability, and the global climate. The challenge is to reduce aviation’s environmental footprint, even with projected aviation growth. NextGen will reduce aviation’s impact on the environment. Flying will be quieter, cleaner and more fuel-efficient, we’ll use alternative fuels, new equipment and operational procedures, lessening our impact on the climate.

Our Mission is Safety Federal Aviation Administration SAFETY IS OUR PASSION. We work so all air and space travelers arrive safely at their destinations.* And of course, safety is key. NextGen will provide integrated surface movement with moving maps showing all ground traffic including ground vehicles, which will provide incredibly enhanced situational awareness and virtually eliminate runway incursions. As we move from ground-based radar to satellite-based Automatic Dependent Surveillance – broadcast or ADS-B, more pilots in equipped aircraft will see other airplanes around them and will have better terrain information, better weather and the latest on restricted airspace. NextGen will help us be even more proactive about preventing accidents with advanced safety management to enable us, with other government agencies and aviation partners, to better predict risks and then identify and resolve hazards. NextGen will allow us to meet our increasing national security needs and ensure that travelers benefit from the highest levels of safety. * From FAA’s values statement

5 Efficiency and Throughput
NextGen will be a better way of doing business. Travel will be more predictable because there will be fewer delays, less time sitting on the ground and holding in the air, with more flexibility to get around weather problems. NextGen will help communities make better use of their airports. More robust airports can help communities attract new jobs, and help current employers expand their businesses. By doing this the U.S. will strengthen its economy and help communities realize all the benefits that aviation can bring. Satellite-based procedures such as tailored arrivals, optimized profile descent, area navigation (RNAV), and required navigation performance (RNP) safely, precisely, and efficiently bring aircraft to their destination airport. These procedures guide controllers in avoiding conditions like bad weather or restricted airspace that might slow down a plane’s arrival. They can also keep a plane at its optimal altitude for as long as possible before beginning a smooth, continuous landing approach. Numerous procedures are published and in use, resulting in significant fuel savings and reduced noise. For example, at Denver there are 40 new procedures with 64 transitions. This means there are now 40 arrival or departure routes and 64 different ways to get to them. The estimated fuel savings for just one year is 34 million gallons of fuel and 750 million pounds of carbon dioxide.

The plan describes improvements by phase of flight, as well as airport improvements and new capabilities on aircraft. This edition of the plan places a greater emphasis on existing technologies and procedures. The plan is available on the NextGen website, referenced at the end of my presentation. The NextGen transformation is taking place in a very dynamic environment. Our progress and successes are of paramount interest to Congress and the Administration, which provide our funding — and they, in turn, rely on the Government Accountability Office and Inspector General to provide additional perspective on the FAA’s NextGen activities. Stakeholders from throughout the aviation community, including the FAA, are watching the development of NextGen very closely, and leveraging their active engagement to maintain consensus regarding NextGen planning and implementation, which is absolutely essential for the success of NextGen. 8 Gate-to-Gate What Does The System Look Like in 2018?
NextGen will transform the way air traffic operates in the National Airspace System. It’s a comprehensive transformation that affects all phases of flight. It also affects policies, regulations and standards. Regulations and policies ensure the reliability and predictability of operations, procedures and technologies. Standards ensure that equipage not only conforms to the NAS, but that it is harmonized across international systems. To ensure that various NextGen programs can work together to deliver the intended benefits, it is important that they are developed concurrently. I’d like to play a short video describing NextGen. Under this concept, NWS is primarily responsible for the state of the atmosphere weather information via the 4-D Wx Data Cube and the Single Authoritative Source. The FAA Meteorological community is responsible for translating the ‘state of the atmosphere’ into ‘potential weather-related NAS airspace constraints. These constraints are provided to Air Traffic Management Decision Support Tools that convert these ‘potential weather constraints’ into ‘specific NAS impacts. The ATM DSTs then use these NAS impacts to develop strategic/tactical traffic flow management strategies and provide them to the operational decision maker, who selects the appropriate impact mitigation option. Single project… It is the integration of many projects, concepts, and technologies. Program plan… It is the integration of many program plans, some new and some ongoing, to deliver new service capabilities to meet increasing needs. New system… It is the integration of new systems, new procedures, new aircraft performance capabilities, renewable fuels, new supporting infrastructure, and a new way to do business as the Air Transportation System. NextGen is more than just a: single project, program plan or new system. Single project - It is the integration of many projects, concepts, and technologies - Program plan - It is the integration of many program plans, some new and some ongoing, to deliver new service capabilities to meet increasing needs. New system -It is the integration of new systems, new procedures, new aircraft performance capabilities, renewable fuels, new supporting infrastructure, and a new way to do business as the Air Transportation System. 11

New Infrastructure & Procedures Aircraft Air Traffic Control Airports Increased Efficiency, Safety, Security, and Environmental Performance New Security Tools (SITS) New Safety Tools (e.g. ASIAS) While we will realize benefits from individual programs, NextGen capabilities must work together to deliver the increased efficiency, safety, security and environmental performance benefits that will characterize the mid-term system. It’s not just the air traffic control system, it requires airports to procure new infrastructure and aircraft to obtain new capabilities. NextGen also brings new safety tools, new environmental tools and new security tools. All these capabilities are needed for the community to realize NextGen benefits. 13 Delivering Benefits Today & Tomorrow
The NextGen technologies and procedures we’ve already deployed to specific areas of the country are already starting to produce measurable benefits. As NextGen is implemented nationwide, the benefits picture starts to become more clear, and more significant. Our latest estimates show that by 2018, NextGen will: Reduce total flight delays by 21% Reduce carbon emissions by 14 (M) million tons Cumulatively reduce fuel burn by 1.4 (B) billion gallons Generate $22 (B) billion in cumulative benefits to the traveling public, aircraft operators, and the FAA $22B in benefits
