Government of Jammu & Kashmir National Programme of Mid Day Meal scheme in Schools

National Programme of Nutritional Support to Education (popularly known as Mid Day Meal Scheme) with an objective to give a boost to Universalization of Primary Education by increasing enrollment, retention and attendance. The scheme is being implemented under the supervision of School Management Committees & Village Education Committees. The food grains are lifted from the FCI by the Directors of Consumer Affairs and Public Distribution Department on behalf of the Education Department .Thereafter the food grains are being lifted from the nearest Public Distribution Centre by the authorized representative of the identified schools. The contingent paid workers were originally assigned the job of cooking but now for this purpose cook-cum-helpers have been engaged and assigned the job of cooking. Necessary expenses on account of implementation of the Mid-day Meal Scheme are being met out of the funds of 90:10 ratio as Central Share and State Share for Cooking cost, Honorarium to Cook-cum-Helpers and construction of Kitchen-cum-Stores.

MONITORING INSTITUTIONS Following Committees have been constituted by the State Government for monitoring purposes; Divisional Level Committee headed by one Joint Director from the respective Directorate of School Education. District Level Committee headed by Principal DIET of the respective District. Zonal Level Committee headed by one Principal of +2 institution of the respective zone to be nominated by the Chief Education Officer of the concerned District. In addition, the monitoring of the MDM Scheme has been brought under the control of Panchayati Raj Institutions and Village Education Committees

Lifting of Food grains (Rice) through FCS & CA Department The Food Grains are delivered at the Door Steps of the Schools . The FC&CA Department is demanding additional charges for delivery of Food Grains from nearest PDS shop to School Door Step. The matter has been discussed in the SSMC meeting held on 3-3-2017 and the FC&CA department has been asked to furnish the actual transportation cost for lifting of foodgrains from FCI godowns to fair price shops/depots and then to school doorsteps on school to school basis, so that transportation cost is paid on actual basis.

Providing of LPG connections to Schools: LPG connection has been provided to 1160 schools and 8697 schools are still without LPG Connection. In the SCMC meeting it was decided that Director School Education Kashmir / Jammu will provide the list of leftover schools not having LPG connections to FCS&CA Department/Regional manager Oil companies Jammu. The Directors will coordinate with the oil companies directly so that LPG connections are to be provided by or before 30, April, 2017 on domestic rates

Social Audit In the State of J&K, Social Audit of the Mid Day Meal scheme is carried out by the Village Education Committees(VECs) and Panchayati Raj Institutions(PRIs) who are already monitoring the scheme at school level on random basis. The State is also considering to have Social audit of the Scheme from the next Financial Year 2017-18 through the Universities of Jammu/Kashmir.

Automated Monitoring System Due to the disturbance in the State, the Automated Monitoring System(AMS) could not be started. However, the SMS/IVRS, based Monitoring System shall be started from the Financial Year 2017-18.

Food Sample Testing By NABL The testing of food samples is carried out in convergence with the State Health Department through Food Inspector of Drug and Food Control Organization. The State Health Department in collaboration with Drug and Food Control Organization lift the food samples randomly from the schools for testing its quality and hygiene. The results of the samples tested are satisfactory. The department is also intending to tie up with home science department of universities for periodic testing of food samples

Public Finance Management System: Introduction of Public Finance Management System (PFMS) for monitoring and fund flow of MDM Scheme. The release of funds is presently done through treasury operation and it causes delay in the transfer of funds to the school level. Further the schools have to purchase various items from the open market on cash basis and most of the time shopkeepers refuses to give on credit , which sometime lead to compromise on quality of goods. The department shall implement the Public Finance Management System(PFMS) in few district/zones on pilot basis in collaboration with ICICI /AXIS banks which shall be replicated in all the districts.

Budget Proposals 2017-18 The Annual Work Plan & Budget (AWP&B) 2017-18 for an amount of Rs 17941.78 lakhs (16396.07 lacs as Centre Share and Rs. 1545.71 State Share) has been prepared. The proposal envisage coverage of 23210 schools having enrollment of 10.17 lacs students.
