REFRESHER TRAINING FOR CHIEF JUDGES

NIGHT BEFORE THE ELECTION – SET-UP Unpack your Precinct Cart Set up and origanize check-in - wire the Epollbooks and printers – plug them in. Set up and organize Ballot table, Voting and Provisional tables Set up the BMD with privacy screen, earphones and keypad and plug in Set up the Ballot Scanning Unit – plug it in Set up all your Voting Booths What You CANNOT Do: Do not connect the hub on the E-pollbooks Do not break the tamper tape on the side of the BMD Do not break any seals or tamper tape on the Scanning Unit Do not put out any Standard or Provisional Ballots

CONDUCTING THE ELECTION – ELECTION MORNING ELECTRONIC POLLBOOK Verify the Epollbook Integrity Report was completed and the check-in judges initialed it. Remember this will be located in the pollbook #1 case.

CONDUCTING THE ELECTION – ELECTION MORNING BALLOT MARKING DEVICE (BMD) MAKE SURE THE FIRST THING YOUR VOTING JUDGES DO IN THE MORNING IS TURN THIS MACHINE ON.

CONDUCTING THE ELECTION – ELECTION MORNING BALLOT JUDGE We separated training for Voting Judges and Ballot Judges Ballot Judges have had their own training and have been assigned as ballot judges for the General Election. They will be complete their Ballot Accounting Certificate. Make sure they have all their supplies. If anything is missing contact the Election Office Immediately.

CONDUCTING THE ELECTION – DURING ELECTION DAY BALLOT JUDGE TABLE Please make sure your Ballot Judges are aware that if a VAC comes to them with an Orange Dot on it (MEANS PROVISIONAL) they send the voter to the Provisional Judge. No More 3 Strikes You’re Out for Spoiled Ballots

CONDUCTING THE ELECTION – DURING ELECTION DAY CHECK-IN JUDGES Your Check-in Judges will give you the Hourly Voter Count numbers You will update the sheet for public view You will also call the office with these numbers at 11:00 AM and 3:00 PM

CONDUCTING THE ELECTION – DURING ELECTION DAY VOTING JUDGE Keep track of the VACS during the day Put them in Packs of 25, stapled on the right, write no. in the pack on the back of the last VAC Assist Voters if needed Use a Privacy Sleeve to cover the voters ballot if they are having problems at the scanner Give the voters Privacy at all times.

CLOSING THE POLLS First thing to do when closing the polls is shut down the Scanning Unit Use your Integrity Report to perform this task Do this first, because it takes a while for it to completely shut down. All lights must be out on the unit because: ONLY THEN CAN YOU REMOVE THE MEMORY STICK. DO NOT WAIT FOR YOUR EDSS TO PERFORM THIS FUNCTION.

CONDUCTING THE ELECTION – CLOSING THE POLLS VOTING JUDGES Give their VAC count to you and the ballot judges Put their VACS in the VAC Return Envelope If there are packs of less than 25 at the end of the night, count, staple and write the number on the back of the last VAC And perform any other duties needed to help with to close the polls

CONDUCTING THE ELECTION – CLOSING THE POLLS BALLOT TABLE The Ballot Judge takes an accounting of all ballots issued and spoiled. Ballots Issued should equal the number of VACs from the Scanning Unit. They complete their Ballot Accounting Certificate and give it to you Place the Certificate in your Chief Judge Binder They must also record the security seals on the Ballot Bins The unvoted ballots go into the bottom of the Scanning Unit

CONDUCTING THE ELECTION – CLOSING THE POLLS ELECTRONIC POLLBOOK Get the final voter count for the Hourly Tally. Your Check-in Judges will run the closing reports and attach them to the Integrity Report. They will remove the CF cards. Put them in the Security Envelope DO NOT WAIT FOR EDSS TO PERFORM THE CLOSING ON THE POLLBOOKS

CONDUCTING THE ELECTION – CLOSING THE POLLS BALLOT MARKING DEVICE (BMD) A voting judge can close the Ballot Marking Device, pull the memory stick, apply a new tamper tape, and complete the BMD Integrity Report. Make sure they give you the memory stick. Put this in the envelope with the CF Cards and Adapters. The Integrity Report goes in your Chief Judge Binder.

CONDUCTING THE ELECTION – CLOSING THE POLLS BALLOT SCANNING UNIT - BSU Follow the instructions on your Integrity Report and the picture guide During closing you are recording information, so take your time Your Voting Judges can help you perform this function Remember to attach the totals tape to the Integrity Report.

WHAT EDSS WILL PICK UP CF CARDS AND CF CARD ADAPTERS SCANNING UNIT MEMORY STICK BALLOT MARKING DEVICE MEMORY STICK TOTALS TAPE FROM THE SCANNING UNIT BALLOT BINS – ALL OF THEM – EVEN EMPTY ONES

WHAT THE SUPPLY RETURN JUDGE BRINGS BACK Chief Judge Binder – All Judges Signed the Pay Sheet Provisional Judge Materials and Supplies: Including Ballot Transfer Bag Completed Forms Envelope All VACs in VAC Return Envelope NOTE: Provisional Unvoted Ballots can go into the bottom of the Scanning Unit with the other unvoted ballots.
