Continue to process voters throughout the day Compare number ballots cast in tabulator against poll list from time to time Check voting booth areas

2 Campaigning at Polls Campaigning is not allowed within 100 feet from any exterior entrance to the building that is used by voters Inspectors have the right to ask voters to remove campaign buttons and conceal literature or clothing bearing campaign information

Vehicles bearing campaign information may park within 100 feet only while the driver and passengers are voting Repeat violations must be reported to the clerk or local law enforcement

4 Exit Pollsters Exit pollsters are persons employed to survey electors after they have voted Pollsters must remain at least 20 feet away from the exterior exits used by voters Pollsters may not enter the building Pollsters may not question persons entering the building

5 Challengers Challengers are appointed by political parties and interest groups; challengers may: Observe the processing of voters and ballots from inside the processing area Visually examine all equipment, forms and records Challenge a person’s qualifications to vote Challenge the actions of election inspectors Serve in more than one precinct (no more than two per precinct per political party or group)

Challengers must: Possess and display to the chairperson or inspector upon entering the polls, a “challenger card” issued by the party or group that they represent Conduct themselves in an orderly manner and may not touch any election materials or equipment Not campaign or display campaign materials Notify Clerk’s office if a Challenger arrives

7 Poll Watchers Poll watchers are members of the public who are interested in observing the processing of voters Poll watchers do not have to be registered voters and are not required to provide advance notification of their intent to be present at the polls on election day Poll watchers must remain in the public area and may not enter the processing area unless granted permission to do so but must immediately return to the public area

Initial Back up battery in tabulator and laptop If tabulator completely out - Unlock the Auxiliary Compartment (side top) Continue issuing ballots Voted ballots placed into the Auxiliary Compartment - not tabulated until after 8:00 p.m. If problem with laptop and unavailable use manual precinct list if needed

Ballot Jam If there appears to be a ballot jam you must determine whether ballot was counted or not counted. If ballot not in tabulator instruct the voter to return his/her ballot to the secrecy envelope; approach the tabulator and read the LCD display to determine if the ballot has been counted Check to make sure a previous ballot is not stuck in tabulator If the ballot has not been counted, re-insert - or issue a replacement ballot if the first ballot is damaged If the ballot has been tabulated, no further action is required If you can see the jammed ballot, and determine it has been counted, open back and gently tug ballot to allow it to drop in ballot base and relock door.

Rejected Ballots – All rejected ballots must be inspected by the voter to verify the reason for the rejection. Look at the LCD – what is it telling you? The override function is used only as a last resort! Voters must always be encouraged to accept a replacement ballot. Remember – if a voter decides to leave and not be issued a new ballot YOU must insert the ballot in the tabulator using the override (Yes) button. This will account for the ballot in your totals. Do not place this ballot in the “Spoiled” or other envelope. Only those area not over-voted- or in the event of a Primary election cross party situation – only the Proposal votes cast will count.

11 WHAT IF’s (continued) Voter attempts to turn in a voted Absentee Ballot to you? Do not accept direct voter Clerk’s office Voter want to vote at polls but poll booklet indicates he/she was issued an Absentee Ballot – AV? Is voter surrending (giving) unvoted ballot to you? If voter does have ballot – voter to fill out Affidavit of Absentee Ballot – Call Clerk’s office to check to make sure ballot was not submitted

13 Voter informs you they are or have recently Moved
Move made within the same city or township ... Have the voter complete an Election Day Change of Address Notice form (in red binder) Place the completed form in the Receiving Brd envelope being returned to the clerk

Move made to a different city or township If the move was made within 60 days of the election and the voter has not reregistered in the new city or township, have the voter complete a Cancellation Authorization Place the completed form in the receiving brd envelope to be returned to the clerk at the close of the poll

16 Missing Registration? Reasons why a voter’s name may not appear in the E-poll book laptop Voter did not register on or before the close of registration deadline Voter is at the wrong polling place Voter’s record is under another name? Voter’s registration has been cancelled

Take the following actions: Confirm that the voter is at the correct polling location Check the other pct tab in the laptop Ask the voter if he/she registered on or before the registration deadline If yes, ask to see the voters registration receipt?

If the voter is able to produce a voter registration receipt, check the following: Is the address in your precinct? If yes, does the voter still live at the address shown? Is the receipt dated on or before the close of registration Is the voter at least 18 years of age Call Clerks office to assist you

If the voter 1) did not register in the same precinct or, 2) registered after the deadline or, 3) is not at least 18 years of age, or 4) is unable to produce a receipt, refer to - PROVISIONAL BALLOT PROCEDURE” – Contact Clerk’s Office for Instructions Forms clipped separately in your supply “box”

25 Spoiled Ballots Spoiled Ballots - A voter who spoils his/her ballot must be encouraged to vote a new ballot Instruct the voter to place his/her ballot into the secrecy sleeve and return it to the processing table Follow the spoiled ballot instructions in your E-poll book instructions Voter receives a new ballot – note: no limit to number of new ballots issued

Without exposing any votes, write the word “Spoiled” across the top of the original ballot Remove the ballot stub and ask the voter to place the original ballot and stub into the “SPOILED BALLOTS” envelope (which will later be sealed and placed in the blue transfer bag at the end of the day) – Important to remember this!

27 Defective Ballots On occasion, a ballot may be rejected due to printing errors or other flaws Instruct the voter to place his/her ballot back in the secrecy sleeve and return it to the processing table for a new ballot

Write “Defective” in the remarks section in the Poll Booklet (remarks tab) Without exposing any votes, write the word “Defective” across the top of the original ballot Remove the ballot stub and ask the voter to place the original ballot and stub into the “SPOILED BALLOTS” envelope
