I do solemnly swear or affirm that I will support the Constitution of the United States, and the Constitution of the State of Idaho, and that I will faithfully discharge the duties of Poll Worker, according to the best of my ability.

4. Primary
This election is different than most. This is where the party affiliation becomes important! Political Parties have the option to “Close” their primary.
Republicans chose to have a closed primary, this means that the voter MUST BE AFFILIATED WITH THE REPUBLICAN PARTY.
Any other affiliation has the option of Democratic Ballot and the Non- Partisan ballot.
If the voter is affiliated with a party THEY CAN NOT CHANGE their party
If the voter is UNAFFILIATED they may choose to AFFILIATE.

5. Supplies
Your supplies will be dropped off the Monday prior to election day, May 14th. You need to be there to meet them and sign for your supplies. When you are signing for the supplies, please make sure that you have what the list says.
If you can not meet them, ask one of your workers to meet them and sign for the supplies. You should take the ballots and keep them in a secure place over night, of course keeping the seal lock in tacked.

6. Set Up
When you are able to set up, check your supply bags, ensure you have everything listed on the inventory sheet in your bag. Set up each station.
Check your box and make sure you have all the signs you need, Your law sign, ID sign, registration sign, etc.
Turn your Jet Pack on, make sure to give it enough time so your Chromebook connects only to the Jet Pack Wi-Fi
Administer the Oath and have everyone sign the front left side of the poll book.
Set up and test your AutoMARK using your AutoMARK test ballots. The set up video is on our website and bookmarked on your Chromebook. If you have further questions, call the office.

7. Opening The polls
At 8:00 A.M. promptly open your doors and make a verbal announcement. “The polls are now open!” Make this announcement even if no one is there.

8. 1st voter
Your ballot box is to remained locked until your 1st voter arrives. The 1st voter can not be a poll worker, it needs to be someone outside of the elections process.
Once your 1st voter arrives at the issuing clerk you may break the seal on your black ballot box. Open it very ceremoniously and explain this is procedure to ensure transparency and security.
When your voter has completed their ballot, they go and deposit their ballot. Receiving should ask for the voter’s name- THE VOTER MUST INITIAL IN THE EXIT RECORD NEXT TO THEIR NAME.

9. Greeter
Your greeter should have a chrome book and be situated near the entrance. This is so they can help direct traffic to the appropriate clerk.
They will have a Chromebook with “voter look-up” to look up voter’s names and address.
If a voter is already registered, in the right location, and name or address has not changed the greeter would direct them to have a voting ID out, if available, and go to the poll book clerk.
If the voter is not registered the greeter would direct to have their ID and proof of address out and direct the voter the registration clerk.

The registration clerk will also have a Chromebook to use voter look up and check that people are in the correct voting location
Once you have made sure the voter’s address is in your precinct have your voter fil out a registration card in its entirety, take special note of the ID or Social Security number section and making sure they have answered the 3 questions on the card. These are the most commonly missed areas
You must get proof of their identity and their address. This is just something with their name and picture, and something with their name and address on it. EX: Washington DL and a current utility bill. A current ID DL would be sufficient also.

For registration almost anything works. They can show you almost any account with their name and address and their picture with their name. It needs to be something semi-official.

14. Registration
Now that you have a completed card, talk with your vote about their ballot options. This is different from most elections in that their affiliation affects what ballot they can have:
Unaffiliated- Democratic, Non- Partisan ballot
Democrat- Democratic, Non-Partisan Ballot
Republican- Republican, Democratic, Non-Partisan Ballot
Libertarian and Constitution parties do not have a ballot, but those affiliated with those parties may vote the Democratic and Non-Partisan Ballots
If they want to vote in the Republican Primary you MUST BE AFFILIATED REPUBLICAN

15. Registration
Once you have discussed the ballot option with the voter you must fill in the “Official Use Only” Box.
Precinct- Your Precinct Number
Clerk- Your Initials
Date – 5/15/2018
The back of the registration card should have your “Residence Verified Stamp” AND Ballot Code
REP (Republican) or DEM-MNAB (Democratic with Nampa Bond)
Once your card is completed take the card and the voter to the Poll Book Clerk

16. Poll book
You will want to set up your station and put up any signs that you have in your supply bag. If you have a split poll book this would include the a sign indicating what letters each poll book worker has. Make sure you have a black pen for you and your voters and at least 1 red pen for your use.
A primary poll book looks a little different than any other election’s book because it requires you to circle an affiliation and to choose the ballot, it also does not have a remarks column.
Absentee voters will be printed in the poll book, anything that says “Ballot Received” needs to have “VOTED” written in red on the signature line.
If it says “ballot mailed” you must call the office to confirm they have not returned their ballot.
You will have a printed list on your poll book that goes from the time poll books were printer until the day boxes go out. And you will get an that has those who voted from the day boxes went out through election day.

17. Poll book
Once you have a voter at your station you must ASK them their name and address. Make sure you ask them to tell you their address, this is to make sure their information is up to date.
Once you have their name and address ask them for their ID

ID Concealed Carry Permit
Federal Issued ID – Military or Passport
Tribal Card
If your voter doesn’t have one of these ID’s or if they Do Not want to show their ID they can always fill out a PIA, Personal Identification Affidavit

19. Poll book
This next step is where things change for a primary only. BEFORE you get your voter’s signature you need confirm with then voter their party affiliation and ask them which ballot style they want.
In your poll book, before the signature line you will see their affiliation. The BOLD letter is what they are. If they are a “U” and they choose to affiliate put 1 red line through the “U” then a red circle around their new choice.
It is important to remember if they Republican, Democrat, Libertarian, or Constitution party they CAN NOT change.

The voter does NOT have to affiliate to vote the democratic ticket, they opted to have an open primary.
If the your voter wants to vote the Republican ticket, they MUST affiliate.

22. Poll book
Once you have checked ID, verified address, and verified the voter’s affiliation and ballot choice you then should turn the poll book around make sure you ask the voter double check EVERYTHING, once they are given a ballot they can not change their mind. If your voter has any hesitation on their choice, have them look at the sample ballots.
Now that your voter has signed hand them a ballot designation card with the correct ballot choice and direct the voter to the issuing clerk

23. Issuing
As issuing clerk you want to make sure you have your station set up in a way that you are comfortable and absolutely confident you can be successful. Your entire objective is to hand every single voter the correct ballot! Remember, your ballot box is to remain locked until your 1st voter is there to witness you opening that box.
When a voter arrives at your station, politely ask them for their “Ballot designation card” if they do not have a card they need to return to the poll book clerk and get one.
Match the card to the ballot code and the ballot style.
Please note that whatever ballot choice they made, they can not change their minds, they have to take the ballot you hand them.

24. issuing
After taking the voter’s ballot designation card, stamp and tear off the correct ballot from the pad of ballots.
Hand the voter their ballot and a secrecy sleeve, direct them to an open voting booth (do not hand your voter a ballot until one is available)

Your Voter needs to go back to the poll book clerk, it must be written in the poll book that they spoiled a ballot, this helps with accounting and if there ever was a question we could pull the poll book as a legal record of ballot accounting.

27. Receiving
Once the voter is done marking their ballot they will arrive at receiving to deposit their ballot.
You are to ask the voter their name, find them in the exit record, ask them to place their ballot in the box with out the secrecy sleeve and announce audibly “Jane Smith has Voted” and mark off your next sequence number
Your first voter with initial in the exit record next to their name indicating that they saw that the ballot box was empty and witnessed you locking the empty box prior to inserting their ballot.
Offer your voters an “I Voted Sticker” and tell them to have a nice day.
EDRs should be written in, Name and address into the blank page behind the first letter of their last name

28. Closing of the polls
At 7:30 pm you are to announce “It is 7:30 poll will be closing in 30 minutes” this is a warning to those in the area that they need to get to the polls and get in line.
At 8:00 pm you will announce “It is 8 pm and the polls are now closed”
Stand behind your last voter in line so that no one else can get in line. Anyone already in line may vote

29. Closing the polls
Now you want to first start reconciling your ballots. Make sure numbers from poll book, issuing, and receiving reconcile.
Your poll book clerk should have numbers at the bottom of each page, this election there will be numbers for each party ballot type and the total number of signatures
Now that you have the total number of signatures that should be the same number that your receiver has.
Open your ballot box and count the total ballots, DO NOT separate per ballot style.

30. Closing the polls
Now that you have counted and all your numbers are close enough (within 5 ballots, we can find it) put the “Ballot Log” on top of the Voted ballot box, labeled with an “A” – Remember if you had a bond or levy on the ballot you have some 2 page ballots.
Place all unvoted ballots in the other black boxes. Nothing else should be in there!
Then place all items listed on the label of envelope 1 and envelope 2, place your poll worker pay sheets in the pay envelope. These must be returned election night with your ballots and chrome books.
All other election supplies and signs should be placed in the blue tote or near the tote for easy pick up by Peasley. And, of course, leave the poll place just as you got it.
