2 PRECINCT OFFICIAL’S TRAINING MANUAL The training manual is yours to take home and read between your training and Election Night. Please read the entire manual! All Precinct Official Manuals should be returned to the BOE in the black supply bag at the end of Election Day. Training Power Points are now available on our website for your reference. 3 Complete and return your oath. Office: Chief Judge Precinct: The precinct you are working in. All Chief Judges must submit tax forms and a copy of their driver’s license and social security card. If you have moved or changed your name, complete new forms. If you are working outside your precinct you need to vote Absentee by One-Stop or Mail. Each official is required to wear an apron and name tag. Chief Judges wear RED. Judges and Assistants wear BLUE. Complete and return your oath. Also, if you are related to another official in the same precinct inform the BOE. Attend mandatory instructional meetings and training workshops specific to your duties as assigned by the Board of Elections. Read your Training Manual! Confirm your polling place setup time and contact all of your officials a week in advance. 6 It is the responsibility of the Chief Judge to: 1. Maintain Order inside and outside of the polling place. 2. Respond to requests for assistance 3. Assist Party Observers 4. Complete paperwork at required times and report those numbers to the Elections Office 5. Conduct Challenge Hearings 6. Report problems or violations of law to the Elections Office. 7. 8 Parties may designate up to two observers per precinct. In addition, one of each parties’ At-Large observers may also be allowed in the precinct. Observers and Runners are pre-approved by the Board and you will have a list of who they will be. They are not allowed in non-partisan elections. Observers are in the voting enclosure to make observations and to take notes. They may also create a list of voters from looking at the ATV forms at 10am, 2pm and 4pm. They should not interfere with, communicate with, or observe a voter cast a ballot. Runners may only enter the voting enclosure to announce their presence and to create or pick-up the voter list. 9 Officials should refrain from using personal cell phones, tablets, or laptops while in the voting enclosure. An observer may use a computer inside the voting enclosure to create a voter list. This list may be printed or saved to a thumb drive or CD, which is then delivered to a runner. A workspace should be set-up for an observer and should include a visual barrier between the computer and the voting booths. Make sure observers have the wi-fi disabled on their devices while inside the voting enclosure. Photography is allowed inside voting enclosure with permission of voter and chief judge. Images of a voted ballot is prohibited. A panoramic without a zoom lenses is permitted with permission. 13 A voter’s ballot style is determined by multiple factors; their age, the district they live in, and party in a primary. You may have more than one ballot style in your precinct. In a Primary, Unaffiliated voters may choose one party’s primary to participate in. Voters must vote with the same party if there is a Second Primary. 15 PHOTO ID INFORMATION TO VOTERS Voters who do not have an acceptable photo ID will be given alternate voting options at the Help Station and should be given the ID Handout.

20 The day before Election Day, the Chief Judge will come to the BOE office to meet with the Director and pick up supplies. This is the form that will be used to insure that everything needed for set-up and Election Day is obtained. 27 Complete one of these forms if a problem has occurred with your DS200, laptop, printer, or the AutoMark. Make note of the issue, time of issue, who you spoke with at the BOE, and what action was taken to resolve the issue. Be sure to sign all forms. MACHINE ISSUES If the issue cannot be resolved over the phone, a Rover may be sent to your site with this form to correct the problem. When the issue is resolved the Chief Judge should sign this form.

30 Each station will have forms to be completed by the Official at that station. The Chief Judge will need to gather these forms at the end of night, making sure that all forms are completed and have the required signatures. All signed forms are to be put in the Completed Forms Folder and placed in the front of the Forms Notebook. STATION FORMS

32 VOTER CHECK-IN STATION FORMS This form is used when a close relative informs you of the death of their family member. When the polls close at 7:30 pm, if voters are waiting in line, this form should be completed by a Voter Check-in Official. They should go to the back of the line and work to the front. When list is completed official will go back to station and process only the voters on the compiled list.

33 BALLOT STATION FORMS One group of ballots should be taken out at a time and recorded. This form will be needed to complete the Chain of Custody Returned form.

34 HELP STATION FORMS This form will be needed to complete the Chain of Custody Returned form. The Help Station will also have Incident Reports for those who choose not to vote a provisional ballot.

35 The last ATV form that is issued for the night will need to be turned over and the back should be signed by Chief Judge and two Judges. This form should be left with the other ATV forms in the Poll Book. 40 The Hand Count Tally Sheet will have preprinted names of all of candidates for that election. If there are ballots that jammed or will not go through the DS200 they have to be hand counted. If there are no ballots to hand count, make a diagonal line through each page and sign the last page.
