2 WHAT IS REQUIRED TO VOTE? 1.Voters must state their name and address. (and party if it is a primary) 2.Only the voter can sign their voting forms.  Voters unable to sign their name can make a mark.  No one can sign the form for the voter. 3.An acceptable Photo ID is required to cast a regular ballot in person. Must be one of the 6 types meets expiration requirements the photo depicts the voter the name is the same or similar to the voters record 4.Voter must be 18 years of age before the General Election 17 year olds may vote in a Primary Election OTHER VOTING INFORMATION 1.Voters must register 25 days before an election or they may register during One-Stop. 2.If an ID number wasn’t provided when the voter registered, a HAVA ID will be required before voting the first time. 3.If voting early, a voter may vote at any of the one stop sites in the county. If voting on Election Day, the voter will vote at the registered precinct based on the voter’s address.

6 1.Obtain Station folder from the forms notebook and supplies from the supply bag. 2.Post signs and organize supplies. 3.Review Forms. Setup laptops and printers using the procedures check list or the flip book in the station folder. PRE-ELECTION SETUP

7 Election Morning before 6:30AM 1.Set up the computer and preform a test print. 2.Confirm the number of Provisional Ballots in each style with the provisional accounting form in the Help station folder.

8 HELP STATION FORMS Help Referral Form Printed at Voter Check in; used if name or photo doesn’t depict voter, or to list possible provisional voting reason determined at voter check-in. Provisional Application & Instruction Sheet Printed by Help station Judge; used if a voter is determined not eligible to vote a regular ballot (examples: photo ID doesn’t resemble voter, voter doesn’t appear to be registered, party dispute, address is not valid, etc.) Reasonable Impediment form Printed by Help station Judge; used if voter indicates they do not have a Photo ID to present due to one of the acceptable impediment reasons Acknowledgement of Voting Options Printed by Help station Judge; used when the voter decides not to vote or to return at a later time to vote. This form explains the voters alternative voting options if they were not eligible to vote a regular ballot at that time. ATV Form Printed by Help station Judge; when a voter was sent to Help due to a reasonable resemblance issue and it was determined that the voter was eligible to cast a regular ballot.

11 PHOTO ID MATERIALS Photo ID palm cards will be provided to the Help station. They can be distributed to voters with questions or to those who do not have a photo ID.

12 How to Check a Photo ID 1.Is the type of ID acceptable? Is it one of the 6 types? Is it expired?  NC license and ID cards can be expired up to 4 years OR  If voter is 70+, the Photo ID can be expired if it was valid when they turned 70 2.Reasonable resemblance? Does the ID depict the voter standing in front of you? AND Is the name listed on the ID the same or similar to the name on the voters record? William B. Smith  Will SmithAnn C. Smith Carol Jones (middle name) If Reasonable Resemblance cannot be determined at Voter Check-in, the Judges and the Chief Judge will review the Photo ID, and sign the Help referral form. 1 & 2 must be satisfied in order to be issued a regular ballot.

13 HAVA ID Only Curbside voters may use a HAVA ID document in place of a Photo ID for voting purposes. A copy of one of the following documents that shows the name and address of the voter: a current utility bill, bank statement, government check, paycheck, or other government document. Non-Photo documents must be current (2 months) with name and address. Do not confuse HAVA ID with Photo ID.

21 3. The right side of the panel will have indicators. These indicators will let you know if the voter is eligible to vote in this election, needs to update their information, or must provide ID before they can vote. 2. 22 The indicator(s) that appear on the right side will indicate one or more of the following: No Ballot Red exclamation triangle icon displays indicating the selected registrant has no ballot for the election. No Ballot Style Can Vote Green checkmark icon displays indicating the selected registrant is eligible to vote in the OVRD precinct. Green check mark Cannot Vote Displays in OVRD mode when a voter is not registered in the precinct in which they have appeared to vote. Black and red “no” icon displays. Not In Precinct Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have been transferred to another precinct. Black and red “no” icon displays. Transferred to [Precinct Name] Precinct Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have an absentee record associated with their Last Name. Black and red “no” icon displays. Flagged as Voted Absentee Cannot Vote Displays in OVRD mode when a voter presents themselves at a precinct to vote when they have previously voted. Black and red “no” icon displays. Has Previously Voted ID ValidationID icon displays when the voter is flagged as needing to provide ID. Indicates that the voter must provide Proof of ID before voting. Inactive Voter Open book icon displays when a voter presents themselves to vote after their status changed to Inactive. Indicates that the voter’s registration information must be verified before voting may occur. Provisional VoterProvisional icon displays when a record was logged as a provisional voter. 23 Hands on… Searching a curbside voter and printing the ATV form

24 1.Search the voter’s name as provided on the Curbside Log in the appropriate fields and click SEARCH. 2.Confirm that the voter’s address and party on the log match our records. 3.Select the voter from the list and review the information panel for eligibility. 4.Click the ARROW under the VOTE button and select Curbside to print the ATV form. 25 Give the printed ATV to the Curbside Official reminding them to get the voter’s ballot from the Ballot Station. Example ATV Form

26 If the voter was flagged as ID required, the Proof of ID pop-up shown below will appear. You must select type of ID the voter presented before the ATV form will print. HAVA ID Required Voters

27 Hands on… Search an Unaffiliated voter and select the party.

28 If the voter is registered Unaffiliated and the election is a primary, the Party Required pop-up will appear (below). If the voter has not already stated, Ask them which party’s ballot they would like to receive and select it from the list. The ATV form will then print. Unaffiliated Party Voters (Primary Elections Only)

29 The UPDATE VOTER button will be used if a voter:  is listed as inactive  has had a name change  has moved  mailing address has changed *Inactive voters must update/confirm their mailing address or residential address before voting. Updating Voter Information

30 Hands on… Search an inactive voter. Confirm their information is correct with no changes needed. Print ATV

31 INACTIVE VOTERS 1.Search the voters name. 2.Select the voter from the list. *verify you have selected the correct person. 3.Click the Update Voter button.

32 4.Verify the voters Residential and mailing address listed are correct, and make any necessary changes. 5.When finished, verify the voters Photo ID and click the Review button (or Print Referral if issue). INACTIVE VOTERS

33 6.Verbally confirm with the voter the changes made are correct before clicking VOTE button.  If an error was made, use the Back button to correct the problem or click Cancel to stop the update process completely. CLICKING THE VOTE BUTTON FINALIZES THE PROCESS. YOU CANNOT GO BACK AND MAKE ANY CHANGES AFTER THIS POINT. INACTIVE VOTERS

34 HELP REFERRAL FORM All voters being sent to the Help station will have a completed Help Referral form. Review the Help referral form and determine the issue to be resolved. Search the voter in the computer and determine if the voter is eligible to cast a regular ballot.

35 Let’s do some hands on… Search a voter. Print the Acknowledgement option.

36 Voters referred to the Help Station due to an issue with their photo ID, must be informed of their voting options. If the voter chooses not to vote provisionally, print an Acknowledgment of Voting Options form for the voter to sign. This form assures we have explained the alternate voting options to cast ballot. 37 PROVISIONAL VOTING 1.Select the voter from the list and click the Add Existing provisional button.  click Add New if the voter does not appear to be registered. Once it has been determined that a voter must vote provisionally, use the information on the Help Referral form to search and locate the voter in the computer.

38 PROVISIONAL VOTING PROVISIONAL DATA ENTRY Complete every field the voter can provide information for. *Fields in RED must be completed in order to issue a provisional ballot. * Make sure to separate the street name form the street type. Highways will be the only address’ without a street type.

39 PROVISIONAL VOTING Proof of ID Required: Select the type of ID presented or select No ID if they do not have one.

40 PROVISIONAL VOTING Review the information listed on the left side of the screen. Select the reason for the provisional ballot (check Reasonable Impediment box if needed). Select the ballot style being issued from the drop down list. Click REVIEW, and the application will print. *Party Voted must be selected for Unaffiliated voters and changed for voters who are disputing the party on their record.

41 Completing the Application The Help station will: Have the voter confirm the information on the form is correct. Complete the provisional voting reason. The voter and election official will sign the application. If Reasonable Impediment was selected, have the voter complete the impediment reason and provide the HAVA ID information. (Birthdate and last 4 of SSN, or the voters’ Voter Registration card, or a HAVA Document.)

42 PROVISIONAL VOTING When the application is complete, click VOTE. The Voter Instruction sheet will print. The voter can now be issued a provisional ballot.

43 Issuing the Ballot The Help station will: Locate the voters requested ballot style printed on the application. Retrieve the ballot and a provisional envelope from the provisional ballot bag. Seal the application inside the clear sleeve on the envelope and issue the ballot to the voter. Instruct the voter to seal the ballot in the envelope and returned it to you or the assistant. DO NOT LET THE VOTER PUT THE BALLOT IN THE DS200!! Jane Doe

44 ISSUING A PROVISIONAL BALLOT When the ballot is returned to the HELP Station: place the sealed envelope in the orange voted provisional ballot bag issue the instruction sheet to the voter explain how the voter can find out if the ballot was counted.

48 Let’s do some hands on… Brenda Scarboro, no photo ID because her purse was stolen last week. Reasonable Impediment form needs completed.

49 Let’s do some hands on… David Scarboro, photo ID picture is worn off and can’t verify reasonable resemblance. All three Judges vote no resemblance.

50 USING THE NON-VOTING SYSTEMS INCIDENT REPORT FORM ALWAYS complete this form if a voter is offered a provisional ballot and DECLINES IT, or declines to sign the Acknowledgement of Voting Options.

51 VOTE Once the VOTE button has been selected it cannot be cancelled. Make sure you have: selected the correct voter their information is correct VOTE before clicking the VOTE button. IF AN ERROR IS MADE, contact the Board of Elections office so the error can be corrected. CANCELING A VOTE

52 REPRINTING AN APPLICATION 1.Enter the voters name again. 2.Select the voter from the list 3.Click the ‘REPRINT’ button. REPRINTING A FORM

53 PRINTING PROVISIONAL POLL BOOK 1.Select the OVRD Provisional Poll Book report. 2. The report viewer shown below will appear. Select the printer shown in the upper left hand corner to print the report. The Help station will use the provisional poll book to account for the number of completed provisional envelopes. *if there were no Provisionals processed on a computer a report will not print.

54 Reconcile Provisional ballots at 10:00, 2:00, and 4:00 The Help station will need to reconcile the number of completed provisional envelopes with the Provisional Poll Book. 1.Print the Provisional Poll Book Report and locate the Grand Total number on the last page of the report.. 3.Count the number of provisional envelopes in the orange ballot bag plus any provisional voters still voting. 4.Verify the 2 numbers match and give the reports to the Chief Judge. If the reports do not match verify the names on the envelopes to the names on the poll book and check for discrepancies.

58 HELP STATION CLOSING Print and sign the Provisional Poll Book Seal the orange Voted and red Unvoted Provisional Ballot Bags, even if empty. Sign the Curbside Log, even if you didn’t use it. Place signs and forms in the Help Station folder. Place any Acknowledgement Notices in the Acknowledgement Folder. Return other supplies to the black supply bag. VOTED
