CERSC FOCUSING ON THE CHILDREN ROAD SAFETY PROGRAMS RESULTS OF THE STARS EUROPE PROJECT László Sándor Kerényi Head of Strategy BKK Centre for Budapest Transport 17 March 2016, Achat Premium Hotel

CERSC – RESULTS OF THE STARS EUROPE PROJECT 2 Legislation about road safety Convention on Road Traffic, Vienna, 1968 International written agreement designed to facilitate international road traffic and to increase road safety Convention was agreed upon at the United Nations Economic and Social Council's Conference on Road Traffic Chapter II, Art 7, (3) states "Drivers shall show extra care in relation to the most vulnerable road-users, such as pedestrians and cyclists and in particular children, elderly persons and the disabled.” Act I of 1988 On Road Traffic (Hungary) defines requirements for road design in relation to safety for all road users.

CERSC – RESULTS OF THE STARS EUROPE PROJECT Who cares a lot? Kinetic energy – source of danger 3 Car: ½ x 1500 kg (50 km/h / 3,6) 2 = ~ 145 kJ Cyclist: ½ x 100 kg (20 km/h / 3,6) 2 = ~ 1,5 kJ Pedestrian: ½ x 100 kg (5 km/h / 3,6) 2 = ~ 0,1 kJ Car – cyclist: Hundred fold difference Car – pedestrian: Thousand fold difference

CERSC – RESULTS OF THE STARS EUROPE PROJECT 4 „Dangerizing” – teaching that cycling requires mandatory, constant and extra precautions (e.g. high-visibility clothes, over-sleeves) classifies cycling as a dangerous activity that needs special preparations „Victimizing” – vulnerable road users tend to become primary victims to be blamed in case of involvement in an accident, especially when not being preventive (wearing visibility vests, helmets etc.) What do we have to avoid? Fotó: Dalos Péter

CERSC – RESULTS OF THE STARS EUROPE PROJECT 5 Road safety Mode shift, sustainability Raising awareness All to be involved! Students Teachers Parents Every traveller „Human behavior – especially in road traffic – is very complex. Nobody is changing voluntary, whether one is convinced. Problems in mobility usually can not be solved with one action! One problem  a mix of measures (e.g. a local safety problem of speeding: educational measure combined with infrastructure and policy control) Need of public support” [Helmut Paris, Traffic Psychologist] Aspects of sustainable behavior change

CERSC – RESULTS OF THE STARS EUROPE PROJECT 6 Introduction of STARS – aims and objectives EU-funded project, cities, 13 partners, 1 common goal: increase active and sustainable travel to and from schools by – Raising awareness of road safety – Increasing road safety – Increasing children’s autonomy in relation to transport – Mode shift: reducing the number of students travelling to school by car and increase the number of students walking and cycling 2 levels: – Accreditation program for primary schools – Peer-to-peer engagement targets secondary schools
