SEEM Calibration Question from HPWH QC Review HPWH workbook recently underwent QC review As a reminder, interior HPWH installations interact with HVAC equipment – HVAC systems can be electric or gas QC reviewer asked clarifying questions about Phase II Calibration applied within the HPWH workbook These questions brought an issue to light: how should the Phase II calibration be applied to HPWH measures with a gas furnace measure identifier? 3

Phase II Calibration for Primary Gas Systems Uncertain whether the Phase II adjustment factors would be the same for primary gas systems; however, 1.Gas savings are used for cost-effectiveness purposes only, and thus are not subject to the same Guidelines standards as electric savings 2.A more tailored approach for gas would require a significant resource that staff feels is unnecessary 3.The impact here is small – a fraction of an interaction Unless there are objections, staff will apply the same Phase II Calibration factors used for the electric heat interaction to the gas heat interaction – E.g. in Heating Zone 1, Phase II gas consumption would be equal to 83% of Phase I gas consumption, while 16% of Phase I gas consumption would be treated as “non-gas heating energy” and monetized for cost-effectiveness – Note: Some of the “non-gas heating energy” could be electric energy which would typically require more rigor from Guidelines; however, due to the size of the impact, we are not going to attempt to split these out as kWh 5

Measure Spec for DHP for MH with Zonal ER Install an inverter driven DHP, with nominal 0.75 tons or more heating capacity and an HSPF rating of 9.0 or higher, in the main living area of an existing manufactured home where the primary source of heat is an existing zonal electric heating system. House cannot have any of the following: heat pump, a ductless heat pump, a whole-house forced air heating system (any fuel). 6

Questions on DHP for MH with Zonal ER Measure Spec as Written Questions from Snohomish: – Would this allow for a MH with a stand-alone propane heater assuming primary heat source was zonal ER? – What does “House cannot have any of the following” mean? – If the MH has a broken gas FAF and working zonal ER, does it qualify? Would they need to disable the FAF mechanically or remove it first? Staff recommendation: Leave these questions to the implementers to decide/define (keep RTF out of these details) Alternative: staff can revise the measure specification 7

RTF Charter and Bylaws Council adopted the revised bylaws on March 11, 2015 RTF Charter did not need to be renewed – RTF Charter does not expire – Practice will be to revisit the charter every two years as a check in Council renewed RTF PAC Charter on March 11 8
