Heat Pump Water Heater Request for Feedback on a proposal to add UES measures with a “Retail – any installation location” delivery mechanism Regional Technical Forum October 24, 2012

Proposal Overview Proposal: Add the following 3 measures Delivery Mechanism: Retail sale of unspecified installation location and house space heat type. Manufacturer, Dealer, or Consumer Rebate. Existing 15 Measures: Delivery Mechanism: Manufacturer, Dealer or Consumer Rebate and Direct Installations. 2 Apply a Weighted Average

Why? A “retail” measure would allow the region to capture savings from units purchased outside of utility rebate programs – Some sales will be tracked by utilities in their programs. These will have known installation locations, so they will use the existing measures. – Others will occur without utility incentive, so won’t be tracked. Installation location will be unknown, so these will use the proposed “retail” measures. 3

How? Use RBSA data to determine the weighted averages – Table 103: Distribution of Electric Water Heater Location by Primary Space Heating Fuel Type – Table 48: Distribution of Primary Heating Systems Table 52: Distribution of Fuel Choice, Forced Air Furnaces Table 53: Distribution of Fuel Choice, Boilers Table 54: Distribution of Fuel Choice, Combustion Heating Stoves Result (weighted average used in next slide): Note: This weighting method assumes the HPWH replaced an electric water heater. Should we also assume some percentage of HPWH’s will replace gas water heaters? If so, what data to use? 4

Preliminary Results Proposal: Add the following 3 measures Delivery Mechanism: Retail sale of unspecified installation location and house space heat type. Manufacturer, Dealer, or Consumer Rebate. Existing 15 Measures: Delivery Mechanism: Manufacturer, Dealer or Consumer Rebate and Direct Installations. 5 Apply the Weighted Averages from the previous slide

Is an additional Research Plan required for this provisional UES measure? Data Source may not match Measure – The RBSA data represent average characteristics of houses in the Region. – For this measure, we need average characteristics of the houses where a HPWH is purchased at retail (and not in a utility program). Require data collection on ultimate location of the “retail” HPWH’s? – What method of data collection? Survey of participants? Sample size? Data collection at point of sale for each unit? – How long to collect data? – For how long would the data be good for use in a “proven” measure analysis? 6

Decision Not looking for a decision today. Requesting RTF feedback on appropriate UES estimation method, data sources, and provisional requirements (if any). 7
