7 INTRODUCTION TO THE NEVILLE BONNER BUILDING
75 William Street is a purpose built structure for the Queensland Government. It consists of two ‘blocks’ joined by a common lift core. Block ‘A’ is six stories and Block ‘B’ is seven. The main entrance is on William Street and enters the building at level 3. There are two main fire stairs on each level of both blocks and these are designated safe havens in the event of a fire.

8 INTRODUCTION TO THE NEVILLE BONNER BUILDING
Each block is divided into a North zone and a South zone for OEP purposes. The building is staffed from 7:30 am to 6:00 pm by State Government Protective Security Service Officers.

9 RESPONSIBILITIES OF ALL STAFF
All staff/visitors should ensure that they: Act accordingly to ensure their own safety and the safety of other staff and visitors. Have knowledge of the roles and functions of ECO personnel. Follow all instructions given by ECO members during emergencies. Ascertain the emergency procedures for the building.

10 MEMBERS OF THE PUBLIC You are responsible for your own visitors and clients. Wardens are responsible for members of the public on their floor.

12 OCCUPANT EMERGENCY TRAINING
The Zone Warden and the ECO are responsible for training all new staff members within 30 days of arrival in the building and in any case, all staff every twelve months.

13 OBJECTIVES Staff are to be trained in the following matters;
Recognition of their wardens, Recognition of the Alert and Evacuation signals, The action to take on hearing these signals, The path of travel to the means of escape, The means of escape from the building, The assembly area, The recognition and operation of warning indicators, fire extinguishers, and The method and route of reoccupation.

14 OBJECTIVES When handling mail, be able to:
Identify suspicious mail items and mail considered to be carrying a chemical or biological substance: Know the procedure when dealing with suspicious mail, and Have a thorough knowledge of the after hours procedure.

17 EMERGENCY TEAM CHIEF WARDEN
The Chief Warden is the BSC of the building. The Chief Warden wears a White hat. The Chief Warden is in charge of emergency situations until the Emergency Services arrive.

18 EMERGENCY TEAM DEPUTY CHIEF WARDEN
The Deputy Chief Warden wears a White Hat. The Deputy Chief Warden assists the Chief Warden and is in charge during the absence of the Chief Warden.

19 EMERGENCY TEAM COMMUNICATIONS OFFICER
The communication officer does not wear a hat. Provides communication between Chief Warden and Zone Warden.

21 EMERGENCY TEAM ZONE WARDEN: Yellow Helmet
Zone wardens are in control of proceedings during emergencies. ALL staff must follow the directions of the Zone Warden during emergencies. Identify your emergency team members

Takes control in an emergency when the Zone Warden is absent. Provides communication between the Chief Warden and the Zone Warden.

23 EMERGENCY TEAM ESCORT OFFICER Red Helmet
When instructed, ensures personnel vacate their work area and assemble at the fire stairs in a calm and orderly manner.

24 EMERGENCY TEAM INSPECTION OFFICER Red Helmet
Checks common areas to make sure no-one is left behind during an evacuation.

25 EMERGENCY TEAM EMERGENCY ESCORT OFFICER Red Helmet
When instructed assist Mobility Impaired Persons (MIP) into the fire stairs.

26 EMERGENCY TEAM FIRST AID OFFICER Green Helmet
When instructed or on becoming aware of injured personnel, render necessary First Aid.

27 AUTHORITY OF EMERGENCY PERSONNEL
If vicinity circumstances dictate, Zone Wardens have the authority to evacuate occupants at any time. All staff and visitors must follow the instructions from ECO members during emergencies or drills. The normal management structure is overruled by ECO members during any emergency.

28 SUMMARY EMERGENCY ORGANIZATION
Who is your Zone Warden ? Who is your First Aid Officer? Who is your Deputy Zone Warden? What is the After Hours Security phone number? What colour helmet does the Zone Warden wear?

29 ALARM SYSTEM Zone Wardens can evacuate immediately if vicinity circumstances dictate. The Alert Tone will be activated automatically by a Smoke Detector or manually by the Chief Warden on becoming aware of a perceived dangerous situation. The Alert Tone Makes a BEEP… BEEP… BEEP… noise.

30 ALARM SYSTEM If circumstances dictate and evacuation is necessary, the Chief Warden will initiate the Evacuation Tone. The Evacuation Tone makes a WHOOP… WHOOP… WHOOP… sound.

31 IN THE EVENT OF A FIRE IN YOUR SECTION
Raise the Alarm notifying the Chief Warden Call 0-000 Break the “Break Glass Alarm” (Work hours only) Notify a Warden Evacuate the area Attempt to extinguish the FIRE, only if safe to do so (If not safe, leave area and close doors behind you).

Notifying Zone Warden or Chief Warden. (During work Hours) Breaking the ‘Break Glass Alarm’.(During work hours only). 28

33 BREAK GLASS ALARM To alert Security of an Emergency situation, smash the ‘Break Glass Alarm’ located at the Northern and Southern ends of each floor. (During work hours only).

34 ALARM SIGNALS On activation of a smoke alarm, the brown doors located on levels 3,4 and 5, near the entry to tenancy areas will automatically close, to prevent the spread of smoke and fire.

35 ACTIONS ON ALARM SIGNALS
THE ALERT TONE BEEP………BEEP………BEEP Secure confidential work material Collect Personal Effects Proceed to the entry door to the Fire Exit. IF ANYTHING APPEARS DANGEROUS, EVACUATE IMMEDIATELY, DO NOT WAIT TO BE NOTIFIED.

36 ACTION ON ALARM SIGNALS
THE EVACUATION TONE WHOOP…WHOOP…WHOOP Be prepared to evacuate Follow instructions given by the Zone Warden/Floor Wardens Once clear of the building proceed to the assembly area and await advice from the Chief Warden.

37 EMERGENCY EXITS Emergency Exits are located at both the Northern and Southern ends of each floor in the Neville Bonner Building. They lead to the Fire Stairs (Safe Haven Areas) that are used to exit the building during emergency evacuations or exercises.

38 EVACUATING All members of the ECO are to keep staff calm and orderly when the evacuation is in progress. At all times follow instructions from ECO personnel. Proceed to the designated assembly area and wait for further instructions before reoccupying the building.

40 EVACUATION SIGNS During an Evacuation, these signs will be placed in front of the main entry doors to the Neville Bonner Building, as well as the Car Parks and Loading Dock, to prevent entry during an Evacuation.

How is the Alarm Raised? What sound does an Evacuation Tone make?

42 ALARM SYSTEM SUMMARY Can a Zone Warden initiate an Evacuation of their area? Would you use the Lifts during a Fire? Do you know the location of the nearest Fire Exit? What actions do you take when the Alert Tone is activated?

43 ASSEMBLY ROUTE DURING WORK HOURS
Staff from Block ‘A’ are to exit from the Fire Stairs to William Street via the Margaret Street end of the building, and then along William Street to Queens Park. Staff from Block ‘B’ are to exit from the Fire Stairs and proceed along Queens Wharf Road, and then through the park between the Commissariat Building and the old State Library building, then cross William Street to Queens Park (at the pedestrian crossing).

44 ASSEMBLY ROUTE While proceeding to the Assembly Area, care and caution is required when crossing roads. Use only designated crossing points unless directed by the Police. Upon arrival at the Assembly Area, staff are not permitted to leave the area unless given permission to do so by the Zone Warden. Reoccupation of the building is via William Street.

54 AFTER HOURS RESPONSE

55 AFTER HOURS RESPONSE FIRST RESPONSE:
Staff will first be alerted that an Emergency situation exists by the sounding of the Alert signal or the Evacuation signal. Upon hearing EITHER of these signals, staff are to immediately collect their personal belongings (purse, wallet, etc). Call 0-000, when safe to do so, to confirm receipt of the alarm with the QFRS. EVACUATION: Staff should proceed to the nearest fire stairs.

56 AFTER HOURS RESPONSE ASSEMBLY:
You are to exit the building via the fire stairs onto Queens Wharf Road then to the William Street entrance, if safe to do so. (Not Queens Park). Report to the Emergency Services or the State Government Security Officer. END RESPONSE: Your name should be in the after hours book and you will need to be accounted for. Reoccupation can only occur when authorized by the Emergency Services or a State Government Security Officer.

57 AFTER HOURS EVACUATION EMERGENCY EXIT
If staff are in involved in an after hours evacuation from the Northern end of Block “A” or the Southern end of Block “B”, they will evacuate via the Loading Dock. As the Loading Dock Gate will be secure, you will need to use the emergency exit pictured.

59 EMERGENCY EXITS Emergency exit signs are located throughout the building. Exit signs remain lit when mains power fails and under emergency light conditions.

60 SUMMARY LOCATION OF FIRE EXITS AND ASSEMBLY AREA
Where is the assembly area during normal business hours? Where is the assembly area after hours? At what point do you reoccupy the building, during work hours and after hours? Which Alert Tone would require you to evacuate the building after hours?

63 EMERGENCY EQUIPMENT DURESS BUTTONS:
Duress buttons are located under counters in reception areas, and also in PWD toilets and Car Park areas.

64 EMERGENCY EQUIPMENT Emergency RED (WIP) phones are located at both ends of each floor, and also both levels of the Car Park. Warden Intercommunication Point

65 EMERGENCY EQUIPMENT SAFE HAVEN PHONES:
Safe haven phones are located on each level of the Fire Exits. Used for communicating during evacuations or when it is too dangerous to use the WIP phone.

66 EMERGENCY EQUIPMENT SMOKE DETECTORS:
Smoke detectors are located throughout the Neville Bonner Building. Once activated by smoke, a small RED LED will flash.

67 EMERGENCY EQUIPMENT VESDA SYSTEM
The VESDA system is an early warning system designed to detect smoke. The VESDA system is located under the suspended floor.

68 EMERGENCY EQUIPMENT EMERGENCY LIGHTING:
Emergency lighting is activated if there is a loss of power in the building.

69 FIRE FIGHTING EQUIPMENT
Portable Fire Extinguishers and Fire Hose Reels are located at the Northern and Southern ends of all floors. Your wardens will show you their location.

70 WINDOW WETTING SPRINKLERS
Located on Levels 3,4 and 5 are Window Wetting Sprinklers. They are used to prevent glass shattering during fires.

71 PORTABLE FIRE EXTINGUISHERS
Fire extinguishers are marked with a sign and are located throughout the building in: Fire Cupboards Plant Rooms Communications Rooms Car Parks

72 PORTABLE FIRE EXTINGUISHERS
The main type of Fire Extinguisher used in the Neville Bonner Building is: Dry Chemical extinguisher – AB(E). It is Red with a White band For Classes A: Solids B: Liquids E: Electrical 39 39 Locate and operate fire fighting equipment.

73 USING PORTABLE FIRE EXTINGUISHERS
The Acronym is PASS PULL - the Pin AIM - the Nozzle at the base of the Fire

74 USING PORTABLE FIRE EXTINGUISHERS
SQUEEZE - the trigger, while holding the Extinguisher upright. SWEEP - the Extinguisher from side to side, covering the base of the fire.

75 USING FIRE HOSE REELS DO NOT USE ON ELECTRICAL OR FLAMMABLE LIQUID FIRES Turn on the RED stop valve to release the hose. Drag the hose to the fire. Turn on the valve at the nozzle and adjust the stream. Sweep the nozzle from side to side, covering the base of the fire.

76 EMERGENCY ALARM IN LIFT
Emergency alarms are located in all lifts in the Neville Bonner Building. To activate Emergency Telephone press BUTTON for 5 seconds.

77 SUMMARY LOCATE AND OPERATE FIRE FIGHTING EQUIPMENT
Would you use a Fire Hose Reel to put out an electrical fire? What does the Acronym PASS stand for? Do you know where the emergency equipment is located? What type of fires can a dry chemical fire extinguisher be used on?

78 AFTER HOURS SECURITY It is important that all staff be aware of signing the After Hours Signing Sheet, that is located on the counter of the Security desk on level 3 of the Neville Bonner Building, if they are working after 6pm weekdays, or any time on the weekend. If there is an incident after hours, Emergency Services need to know the location of staff in the building.

80 MAIL BOMBS AND BIOLOGICAL / CHEMICAL THREAT LETTERS
There have been a number of terrorist and criminal attacks using letter bombs and increased use of biological/chemical agents. Vigilance is of upmost importance because of the difficulty in recognizing these devices. Small but very powerful devices can be concealed in packages and envelopes.

81 ANTHRAX MAIL BOMB INDICATORS When handling or checking we need to know how to identify suspicious mail items. These characteristics are called INDICATORS. If these indicators are present, you should be suspicious. Having knowledge of the type of mail your department receives, will help you determine whether it is suspicious or not.

82 Personal Private Neville Bonner Building INDICATORS Restrictive markings, eg. “Personal or Private”( Would be of concern if the addressee does not receive personal mail at the office). Could have a powdery substance on the outside. No return address.

83 INDICATORS Mail bombs may have: Oily stains, discolouration or odour
Protruding wires or aluminium foil Handwritten or poorly typed addresses. Postmark does not match the return address.

84 INDICATORS Return address may be fictitious.
Misspellings of common words. Letter bombs may feel rigid, or appear uneven or lopsided. Excessive postage, foreign stamps or postmarks.

85 INDICATORS Excessive security material such as masking tape, string etc. Also may be marked “Urgent” or “Fragile, Handle With Care”. Lopsided or uneven envelope.

86 INDICATORS Irregular shape, soft spots, or bulges.
Package bombs may make a buzzing or ticking noise or a sloshing sound.

87 INDICATORS Pressure or resistance may be noted when removing contents from an envelope.

88 DEALING WITH SUSPECT MAILINGS
IF YOU ARE SUSPICIOUS OF ITEMS RECEIVED BY MAIL OR COURIER AND ARE UNABLE TO VERIFY THE CONTENTS WITH THE ADDRESSEE OR SENDER: DO NOT open the article Isolate the item and evacuate the immediate area. DO NOT put in water or a confined space such as a filing cabinet. DO NOT TAKE A CHANCE - contact Security on 64195

89 DEALING WITH BIOLOGICAL / CHEMICAL THREAT LETTERS
UNOPENED MAIL ITEM If a mail item is received that you consider being a high risk of containing a biological substance: Place the item in a plastic bag and seal it. Place that bag in a second plastic bag and seal that bag. Stay in the designated area. No person is to leave the room and prevent others from entering the room. Telephone the Chief Warden on to advise of: Location Description of the item Action taken so far Wait for help to arrive Keep your hands away from your face

90 DEALING WITH BIOLOGICAL / CHEMICAL MAIL ITEMS
OPENED MAIL ITEM Do not disturb the item any further. Do not clean up. Cover the package/letter. Stay in the designated area. No person is to leave the area and prevent others from entering the room. Telephone the Chief Warden to advise of : Location Number of people exposed Description of the item Action taken so far Keep your hands away from your face.

93 CIVIL DISORDER Unpopular political decisions and industrial unrest may lead to public demonstrations that could threaten the safety of the building occupants. The section head is to notify security of; The nature of the incident and Assistance required.

Withdraw staff as necessary; Keep staff calm and orderly; Wardens are to; Restrict entry by ensuring that doors, which can be closed, are secured. Restrict contact between building occupants and demonstrators.
