3 ACCESS for ELLS in North Carolina Home Language Survey Administered to new enrollees ACCESS window February 1- March 25 (Additional materials requests – call office) If another language is identified, WIDA ACCESS Placement Test is administered (W-APT). W-APT is the screener used for initial assessment and ESL program placement (Sean). Assessment required for students enrolled between February 1 – March 11. Students are included in Annual Measurable Objectives (AMO) calculation*. * Return materials Monday, March 25 1:00-5:00 Assessment complies with Title III of ESEA/NCLB, requiring annual assessment of listening, speaking, writing, reading and English comprehension. Annual assessment (ACCESS) required for all students identified as LEP

11 Policy and Procedures p.8 State Mandate to Administer ACCESS for ELLs online LEAs are required to assess online unless  LEA does not have the technology capabilities to support online testing  Students with disabilities who have documented accommodations which dictate a paper/pencil test format is necessary for “accessibility”

12 General Security Guidelines ( pp 9-11 ) Only district and school test coordinators and test administrators (or other authorized staff) may handle secure test materials. Ensure that all test administrators and proctors read and understand the Testing Code of Ethics (pp 60-64). Place all secure materials in locked storage*. Test administrators will return test materials to school test coordinator daily. Do not leave materials unattended before or after testing. Do not share any specific test information with students prior to or after testing. Do not copy any test booklets or other secure materials. *Locked storage facility access will be limited to test coordinator and back-up coordinator only.

14 Requirement to Report Scores (p 12) Inform parents of test dates, test specifics and use of results.  Letter will be distributed to school testing coordinator. Scores reports must be shared within 30 days of receipt of the score.  We expect reports to arrive by June 10.  Scores are confidential.  Teacher report and parent report are the same.

24 Student Pre-ID labels are shipped with test materials. Check the labels for accuracy. If the information on the label is correct, place it on the front cover of the test book in the designated box. VERIFY the TIER before attaching the label! If the information if incorrect, return the label to the testing coordinator. You will need to hand code the book according to the instructions in the NC Guide (pages 31-35). If there is NO label for a student (a newly enrolled student), you will need to hand code the book according to the instructions in the NC Guide (pages 31-35). If you place a label on a booklet in error, follow the directions in the NC Guide (page 30). You must complete a Review of Testing Accommodations Form for each child testing with accommodations and keep it on file at the school. Pre ID Labels (pp 30-31)

32 How can we provide a student with Manual Control of Item Audio, Repeat Item Audio, and Extended Speaking Test Response Time? As stated in the NCDPI ACCESS for ELLs 2.0 Accessibility and Accommodations Quick Reference document, these accommodations will be provided to the student identified as EC using the following formula: If student has Scheduled Extended Time, then Extended Speaking Test Response Time will be applied. If student has Computer Reads Test Aloud—Student Controlled then they will receive Manual Control of Item Audio will be applied. If student has Test Administrator Reads Test Aloud, then Repeat Item Audio will be applied. YOUR test coordinator will check the online system for the accommodations.
