5. Philip IV 1268 Estates General To gain more power, he taxed the clergy
Philip threatened to arrest clergymen who didn’t pay taxes
The Pope did NOT approve, Philip tried to capture him but the Pope died
France elected their own Pope, Clement V of Avignon, who fought over the position with the Pope elected in Rome
To gain the support of the French people, Philip creates the Estates General
