SECURITY NOTES Please pay close attention to the information you are about to receive. If you have questions, please write them on here and save until the Q&A session begins. Consequences of CHEATING
One or more students’ answer documents may not be scored. Students’ test scores maybe INVALIDATED. After appropriate procedures are followed, CMSD may suspend an employee found guilty of cheating or helping a student to cheat. ODE may seek the suspension of a certificated employee’s license or termination of employment. After an investigation, a law enforcement agency may prosecute under the state criminal code.

Secure materials All operational tests (tests in use) are SECURE MATERIALS and should be treated as such. You CANNOT nor can anyone else: Reproduce any SECURE material or cause it to be reproduced in any format Reveal any SECURE materials or facsimiles to students Use SECURE material in any way to prepare students for the tests Use SECURE material to assist students who failed the tests Go over, review, or analyze SECURE tests; there should not be any looking through test booklets before, during, or after test administration if not assisting a student.

TEST COORDINATOR RESPONSIBILITIES

Maintaining test security is one of the most important responsibilities as a Building Test Coordinator. You must follow ODE’s and CMSD’s written procedures for protecting the security of test materials at all times. Building Test Coordinators (“You”) are responsible for the security of all test materials in your possession. You are responsible for ensuring that all others involved in OGT administration act in accordance with all security requirements set by ODE and CMSD while they are in possession of test materials. You are responsible for ensuring the security, not only of the physical booklets and printed manipulatives, but also of the content of those materials. Your responsibility for maintaining the security of test questions and materials does not end when materials are returned. You are responsible for TRAINING all staff (test administrators, principals, secretaries, volunteers, monitors, etc.) involved in testing, on proper test administration procedures.

If the Building Test Coordinator’s job is not done right, it could impact accountability for the district, the school, teachers, and students. Therefore, the Building Test Coordinator job is an extremely important role and we appreciate that you have accepted the responsibilities of it. We want to and will provide support to you! But we must work as a team! Help us help you by READING all materials and s received, asking questions, and raising issues early. And remember, BTCs must immediately report possible improprieties or security breaches to the DTC.

TESTING PROCEDURES

Before Testing TRAIN staff and ALL others involved in the test administration process using the information provided from this presentation and other handouts presented. Test materials are delivered to your school’s main office where a signature upon delivery is required. Test materials are shipped in DRC boxes (OGT, OST, OELPA, AASCD Kits) and received in shrink-wrapped packages. Immediately inventory materials against packing list, but DO NOT OPEN SHRINK-WRAPPED PACKAGES. Shrink-wrapped packages are NOT opened until the first day of testing. Store in a secure location, a location accessible only to you and possibly one other assigned designee. Be sure cleaners and other staff do not have access to that location. Create a Testing Schedule for staff to follow for each test administration. Create a Documentation of Receipt/Return of Secure Test Materials form to have test administrators sign when receiving from and returning test materials to you. Test materials are distributed to Test Administrators BEFORE each administration. Test Administrators are to immediately inventory/count materials upon receipt and notify you of any discrepancies prior to signing Documentation of Receipt/Return of Secure Test Materials. Charts, maps, and other materials that could assist students with test items should be covered or removed prior to the test administration. Provide each Test Administrator with a roster for recording the names of testing students. NO ELECTRONIC DEVICES IN TESTING ROOMS Test materials are to counted and stored until first day of testing; then they are distributed to test administrators. DO NOT OPEN SHRINK WRAPPED PACKAGES.

DISCREPANCIES Any and all discrepancies are to be reported. Please use the Administrative Comment Form to report : Non-receipt of any packages listed on packing list Discovery of damaged or defective test booklets or answer documents Discovery of missing or duplicate bar-code numbers on test booklets or answer documents Signatures are required for all deliveries and pickups. Please count the number of boxes received from or returning to our office prior to signing.

During Testing It is unethical and illegal to alter a student’s responses or to assist a student to cheat. Interaction among students should NOT occur while inside testing site/room once testing has begun. Test Administrators, and others involved in test administration, CANNOT give hints, critiques or affirmations of a student’s work; including pointing, smiles, nods, and any and all other forms of nonverbal communications. Test Administrators, and others involved in test administration, should monitor all students frequently during testing to prevent any occurrence of impropriety, cheating, or other incidents. No one should review, analyze, or discuss contents of test booklets unless assisting a student. Test administrators, and others involved in testing, are to be mobile during each test administration. UNAUTHORIZED ELECTRONIC DEVICES ARE NOT PERMITTED IN TESTING ROOMS (CELL PHONE, iPAD, TABLET).

Policy for unauthorized Electronic Devices
The use of electronic devices, including cell phones, e-readers, iPads, netbooks, etc., is prohibited during test administration. UNAUTHORIZED Electronic devices are NOT permitted in the testing site. Procedures are put in place to collect ALL UNAUTHORIZED electronic devices that may assist a student to cheat, post to social media, etc. before entering the testing area. Electronic Confiscation Forms, along with the Witness Statement(s), are used when confiscating electronic devices during test administration.

Ohio State Tests (OST) “Retake” Option
Juniors with a performance level of a 1 or 2 may retake. Schools have to identify some type of intervention strategy, additional instruction, or remediation with students prior to retaking assessments. Counselors should identify which students are candidates for retakes by Friday, November 18, 2016 (no extensions will be granted). The Department of Assessment will provide Counselors a Spreadsheet with instructions to input “retake” candidates the week of October 10th. “Retake” opportunities are available in the Fall (December) and Spring (March/April) at all high schools. OGT Only and Grade 12 students (OGT Cohorts) will be afforded the opportunity to take the OST during both test administrations as an alternative graduation option to the OGT. OGT Only and Grade 12 students (OGT Cohorts) will need to contact the building counselor directly to have their name assigned to the spreadsheet. OGT Only and Grade 12 students (OGT Cohorts) are required to take the OGT first, before taking advantage of the alternative options. How will this opportunity to retake be relayed to the masses? This will be handled through the Department of Curriculum and Instruction (i.e. flyers, IVR, etc.).

Secure -- refers to test items, reading passage, test that has not been made available to the public, test booklets and answer documents (paper-based), student responses, secure paper materials (Student Authorization Tickets, seal codes, scratch paper written on by students-paper and computer), and all secure test content delivered online on students' computers Storage Area -- locked area where materials must be stored when not in use Testing Environment -- all aspects of the testing surroundings while students are testing, including what a student can see, hear, or access TEST MATERIALS -- Are confidential and secure Must remain secure at all times Cannot be viewed by any individual or entity prior to or after testing Only provided to those participating in test administration and those being tested

District Test Coordinator (DTC) – responsible for overall coordination of test administration (i.e., District Test Coordinator) Test Administrator (TA) – responsible for the overall coordination of test administration Teacher (TE) – responsible for administering the assessment Proctor - may be called on to help a TE monitor a testing session, must also be a school employee (not a volunteer or parent) and under the direct supervision of the TE Technology Coordinator -- responsible for setting up student computers for computer-based testing, removing or turning off any software that would allow secure test material on students computers to be viewed on another computer during testing, provide technical support for TA and TE, must be designated by BTC to serve in this role who will be at or assigned to the school and is on-site during test administration

Students CURRENTLY enrolled in the class of 2018 are NO LONGER required to take the OGT. Students currently enrolled, but are not a 10th grade DOUBLE REPEATERS or an 11th grade REPEATERS during OGT administration, are NOT required to nor should take OGT. Students who are 10th grade DOUBLE and 11th grade REPEATERS and have tested at least once since entering the 10th grade are to take the OGT. Who Can Test? Who Cannot Test?
Currently enrolled CMSD students in Grade 12 Currently enrolled CMSD students slated as 10th grade DOUBLE and 11th grade REPEATERS OGT Only students regardless of school district; must be 18 years or older and would have graduated in 2015/2016 school year or prior. Must provide proof of identity via use of photo identification, have registered with you prior to test administration, and/or can provide proof from other school district, if applicable, that they are OGT Only and which tests are needed to be taken. Staff identification is no longer acceptable. Home Instructed/Tutored – handled in coordination with Home Instructors Office, Ms. Hempstead, and TLO, Home Instructors are to get the needed test materials from TLO and not from your school Who Cannot Test? Currently enrolled CMSD students in Grades 11 that are NOT considered 11th grade repeaters HOME-SCHOOLED student (receiving instruction from parent or non-CMSD personnel at home) Students from other school districts that are NOT considered OGT ONLY (have them contact TLO for instructions) Students enrolled in electronic (online) classes not sponsored by CMSD Students enrolled in Catholic or Charter schools

General Guidelines NO student may take more than one (1) test per day
Students are allowed up to a full 2½ hours to complete each test Students requiring additional time beyond the 2 ½ hours may require being moved to a different room to complete testing RED OGT Calculators are given to students when taking the Math and Science portions of the tests. All scorable responses MUST be written in #2 pencil; not ink, colored pencil, high-liters, etc.

LIMITED ENGLISH STUDENTS
ACCOMMODATIONS LIMITED ENGLISH STUDENTS Assistance in securing appropriate interpreter/translator services for an LEP students are arranged through the Multicultural Multilingual Education Department. The office may be reached at LEP students may use a dictionary identified by ODE as allowable and have extended time. Extended Accommodations are available to students who have been in U.S. less than 3 years (and not mainstreamed). Accommodation Materials available for testing are: CDs in English, Arabic, Spanish, and Mandarin Chinese Language Translation Materials w/cassette tapes needed for other LEP students in which a CD is not offered in their specific language If additional materials are needed, please Cinderella or Roletha. SPECIAL EDUCATION STUDENTS
ACCOMMODATIONS SPECIAL EDUCATION STUDENTS Accommodations MUST be identified in the student’s IEP and provided during classroom instruction in order to provide accommodations to them on the OGT. WHAT SPECIAL VERSION TEST MATERIALS ARE AVAILABLE? CDs in English Audio Test booklets in Large Print Test booklets in Braille If additional materials are needed, requests are ed to Cinderella and Roletha. Registration for Current CMSD Students
SIGN-IN PROCEDURES should be in place and staff should be trained in and knowledgeable of these procedures. Every student provided with a test booklet and an answer document are to provide their signature as having received and returned. This documentation will be kept at the school and a copy given to TLO upon SCORABLE DROP-OFF. SIGN-IN PROCEDURES should include: collection and return of unauthorized electronic devices before entering and upon leaving testing site; recording test booklet and answer document bar-code numbers upon receipt and/or return on School Security Checklist and/or paperwork received from TLO; obtaining students’ signatures for each item received and returned; recording TESTING GROUP NUMBER, SSID AND CMSD ID NUMBERS, and other documentation needed on demographic sections of Answer Document; recording bar-code number of each test booklet used by a student to be captured on each test section of the answer document. SIGN-IN SHEETS are REQUIRED each day to capture the students’ names and other identifying information. IT IS VERY IMPORTANT THAT ALL STUDENTS PROVIDE A SIGNATURE IN THEIR OWN HANDWRITING! UNAUTHORIZED ELECTRONIC DEVICE(S) procedures should be in place for students entering testing site (cafeteria, classrooms, etc.) with unauthorized electronic devices (i.e., cell phones). Use of the Electronic Confiscation Form is suggested only if necessary, needed, or required (see Policy for Electronic Devices). NO TOLERANCE POLICY should be in place and implemented.

Registration for OGT Only Students
OGT ONLY students are students who should have graduated prior to the current school year, have met all of their course requirements for graduation, but have NOT passed all parts of the OGT test. SIGN-IN PROCEDURES should be in place and staff should be trained in and knowledgeable of these procedures. Be sure to capture the student’s signature and any identifying information where test results can be mailed. Students are to put the schools in which they last attended in May/June of their 12th grade year. SIGN-IN PROCEDURES should include: collection and return of unauthorized electronic devices before entering and upon leaving testing site; recording test booklet and answer document bar-code numbers upon receipt and/or return on School Security Checklist and/or paperwork received from TLO; obtaining students’ signatures for each item received and returned; recording TESTING GROUP NUMBER, SSID AND CMSD ID NUMBERS, and other documentation needed on demographic sections of Answer Document; recording bar-code number of each test booklet used by a student to be captured on each test section of the answer document. Students are to fill out the OGT Only Sign-In Sheet requesting current contact information, to include full address, apartment number, city, state, and zip for results to be mailed. OGT ONLY students are those that have met course requirement, have not been enrolled in school prior to the start of the new school year and have not met OGT requirements. SIGN-IN SHEETS are REQUIRED for each day of testing, capturing the student’s signature, assigned test booklets and answer documents numbers. IT IS VERY IMPORTANT THAT ALL STUDENTS PROVIDE A SIGNATURE! PHOTO IDENTIFICATION is required of ALL students. THIS IS A MUST!!! OGT Only students are to complete all information in the two-page demographics section of the answer document prior to start of the 2½ hour testing session. 39

Answer Documents Be sure to have an answer document for each and every student tested; ONE (1) answer document per student. Each answer document contains space for all five subjects, and all students, including OGT ONLY, are to complete all tests in the same answer document. The demographic section in the answer document consists of two pages. The front cover/page contains information not provided on pre-ID label, such as LEP/IEP status, tests taken, etc. This section is filled out for LEP/IEP students. The inside front cover contains information found on the pre-ID label, such as SSID, grade, etc. Students are required to bubble the fields on this page. SSIDs are required for any student without a pre-ID label. OGT ONLY students are to complete ALL DEMOGRAPHICS. Use of the generic label to indicate the District and School’s IRNs is required when a pre-ID label is not provided. If you will need more, please do fax your order. Incomplete answer documents are separated from test booklets and reissued to students that need to take more than one test either during regular or make-up test administration. If an SSID is required for a student, Terence Bush WELL in advance of the FINAL drop-off date. It may take a few days to get you this requested information. Pre-ID Labels INSTRUCTIONS
Pre-ID labels are provided for CURRENTLY enrolled CMSD students as of September 2016 Affix pre-ID labels anytime AFTER the FIRST day of testing to prevent mishaps stemming from a student receiving the wrong answer document Affix the pre-ID label that matches the student’s name on the answer document; paying close attention to the name on the pre-ID label and the student’s name on the answer document Affix the pre-ID labels correctly and align accurately for proper machine scoring; there’s a statement inside the rectangular box in which the label should be placed…“APPLY LABEL HERE” Pre-ID labels are not to be placed in Box A on the answer document and never on a test booklet Answer documents not containing pre-ID labels must have ALL the students’ information accurately bubbled on the two-page demographic section, INCLUDING the student’s CMSD ID and the SSID numbers Generic pre-ID labels are used only when a student’s demographics has to be bubbled in. The generic pre-ID only captures the school and district’s IRNs. Order more if needed. OGT ONLY students must list their last school of attendance or school they would have graduated from and completely fill out all demographics.

DROP-OFF When dropping off SCORABLE answer documents, please bring the following documents with you, completely filled out with ALL required signatures. 1. OGT Answer Document Transmittal Form (counting number of answer documents by grade levels) 2. OGT Answer Document and Test Booklet Security Checklists. Listing the students’ names by the serial number for answer documents and test booklets is very important and used for tracking purposes in case of discrepancies 3. Place a copy of the OGT Answer Document Transmittal Form and Test Booklet and Answer Document Security Checklists in an envelope to hand to the staff member checking your boxes 4. ONLY list the STUDENTS names who have completed testing and you are turning in their answer documents. 5. The amount of answer documents being returned should match the amount of names on the forms.

Delayed OELPA Test Results and Guidance on ELL Student Placement for School Year 2016-2017
Due to the Standard-Setting process required for the first year of testing, the Ohio English Language Proficiency Assessment (OELPA) spring 2016 test results will not be available before the beginning of the school year. At this time, there is not a definite date for the release of the spring 2016 test results. Therefore, for this year only, the Ohio Department of Education provides the following guidance to assist Ohio schools and community schools in the determination of student program placement, staff assignments and exiting students out of the English language learner program in the absence of OELPA test results For English language learners performing on the Ohio Test of English Language Acquisition (OTELA) tests at the composite levels 1, 2 or 3, continue to provide them the same levels of services and staff assignments of the previous year until the fall at which time you may make adjustments as necessary. For English language learners performing at the composite score of 4 on the OTELA, continue to provide support services based on need; District staff may discontinue ELL supports and services for some students based on classroom performance and other measures; Only reclassify eligible English language learners out of the English as a second language program for school year when the revised Ohio ELL exit criteria is published and OELPA test scores become available in the fall. Beginning in school year , OELPA test results will be available to Ohio school districts and community schools in time for making ELL student placement decisions before the start of the next school year. OELPA’s test window for the coming school year is Feb. 6 through March 31, Spring 2017 test results are scheduled for May 15, 2017.

Accessibility for Ohio’s State Tests
Ohio’s Accessibility Manual and the OELPA Accessibility Manual is a comprehensive policy document providing information about the accessibility features of Ohio’s State Tests and OELPA for grades 3-8 and high school in English language arts, mathematics, science and social studies. The manual helps to define the specific accessibility features available for all students, students with disabilities, students who are English language learners and students who are English language learners with disabilities. Ohio’s Accessibility System features are made up of accommodations for students with disabilities and English language learners as well as other features including administrative considerations, universal tools and designated supports.

Thanks so much for your CONSIDERATION. Student Score Sheets MUST be entered into the system no later than 3:00 p.m. on April 13, If SCORES are not entered by April 14, 2017, they will not be SCORED. Kits and Score Sheets are dropped off on April 17-18, Be sure to inform all test administrators that they are to save these sheets as they are required during the drop-off of the kits. Be sure when you bring the kits, you bring the Student Score Sheets and the Roster with you. Alternate Assessment for Students with SIGNIFICANT COGNITIVE DISABILITIES (AASCD)
As Building Test Coordinator (BTC), you are responsible for coordinating the administration of the Ohio AASCD in your school. The BTC’s primary responsibilities for AASCD include the following: Become familiar with the contents of the Test Coordinator Manual and the AASCD Directions for Administration Manual Receive, check-in and securely store the AASCD kits. Work with TAs to develop a testing schedule within the testing window. Verify if TE-Alts and second raters were trained on test administration procedures by staff from the Special Ed Office, Patty and Corky . Distribute kits to TAs before test session, so they have time to become familiar with the assessment; be sure to have a sign-off sheet capturing the signature upon distribution to TAs Maintain the security of test kits after upon completion of each test administration; be sure to have a sign-off sheet capturing the signature upon receiving from TAs. Return kits (used and unused) securely sealed to TLO.
