Community Development Department ENVIRONMENTAL/CULTURAL RESOURCES ANALYSIS Topography and Soil Conditions –The proposed FLUM change will not negatively impact the surrounding topography. Floodplains –Any proposed development will comply with the City’s FEMA approved Floodplain regulation.

Community Development Department ENVIRONMENTAL/CULTURAL RESOURCES ANALYSIS Vegetative Communities –Upland areas exist in sufficient acreage to be developed without impacting on-site wetlands. Protected Species Distribution/Wildlife Utilization –On-site wetlands provide the bulk of habitat resources. Staff is recommending the on-site wetlands and associated upland buffer be placed in a conservation designation. However, additional assessments will be required for site plan purposes to further verify wildlife utilization.

Community Development Department ENVIRONMENTAL/CULTURAL RESOURCES ANALYSIS Environmental Sensitive Features –Due to the nature of the connection to off- site wetlands, development of the site will likely not be impacted. Groundwater Resource Protection –Due to the site’s development intensity remaining relatively the same, it is highly unlikely that the land use activities associated with the proposed FLUM change will impact the potable water supply.

Community Development Department ENVIRONMENTAL/CULTURAL RESOURCES ANALYSIS Historical Resources –It cannot be concluded at this time that historical resources exist on the subject property due to lack of reference material and on-site investigations; however, existing regulations exist to protect against impact to historical resources during development.

Community Development Department CONSISTENCY WITH REZONING CRITERIA 1. Whether it is consistent with all adopted elements of the Comprehensive Plan. –Staff Finding: Staff finds the proposed rezoning consistent with the Comprehensive Plan. 2. Its impact upon the environment or natural resources. –Staff Finding: Environmental impact will depend upon the development program for the church. Factors that affect the development program and subsequently the environmental features found on the property include but are not limited to the amount of required fill material, based upon the development program, avoidance of encroachment into the floodplain and the timing of water and sewer services to the site. –Staff is recommending that a 2.0 acre wetland along with the designated upland buffer found be assigned a FLUM designation of “Conservation”. The compatible zoning district with “Conservation” is “Preservation.”

Community Development Department CONSISTENCY WITH REZONING CRITERIA 3.Its impact on the economy of any affected area. –Staff Finding: No impact. 4.Notwithstanding any provisions of the land development regulations, its impact upon necessary governmental services such as schools, sewage disposal, potable water, drainage, fire and police protection, solid waste, or transportation systems. –Staff Finding: The proposed rezoning will not negatively impact the available public infrastructure or services.

Community Development Department CONSISTENCY WITH REZONING CRITERIA 5. Any changes in circumstances or conditions affecting the area. –Staff Finding: Voluntary annexations results in changed circumstance requiring the City to designate the parcel in accordance with the City’s land development criteria. 6. Any mistakes in the original classification. –Staff Finding: There were no mistakes made in the original classification.

Community Development Department CONSISTENCY WITH REZONING CRITERIA 7.Its effect upon the use or value of the affected area. –Staff Finding: The rezoning allows the City to plan for the future of this and the surrounding area. 8.Its impact upon the public health, welfare, safety, or morals. –Staff Finding: No impacts.

Community Development Department FINDINGS The proposed FLUM amendment is generally consistent with the Goals, Objectives, and Policies of the adopted Comprehensive Plan.
