5 Public Facilities Impact Analysis Net result of proposed amendment: Increase in potential # of dwelling units - 256 units to 609 units Decrease in potential sq. ft. of non-residential development - 374,899 sq. ft. to 200,000 sq. ft. Decrease in PM Peak Hour Daily Trips Increase in Water, Sewer, Solid Waste, & Student Station Demand Increase in demand may be accommodated by existing facilities “Grand Landings North” Comprehensive Plan Amendments

10 “Grand Landings North” Zoning Map Amendment Consistent with criteria in ULDC for zoning change Consistent with Comprehensive Plan Permitted zoning district in the proposed FLUM designation Compatible with surrounding land uses Public infrastructure capacity is available to serve development Proposed change will create appropriate buffer between residential, non- residential, and airport area uses

11 RECOMMENDATION Staff and the Planning and Land Development Regulation Board recommend approval of the proposed FLUM Amendment from Residential: Low Density-Rural Estate, Agriculture & Timberlands, and Industrial (Flagler County Designation) to Residential, and Industrial (City of Palm Coast designation) along with Footnotes limiting development within the amendment area. Staff and the Planning and Land Development Regulation Board recommend approval of the proposed zoning map amendment from Industrial & New Rural Community - Planned Unit Development (Flagler County Designation) to Single Family Residential (SFR-1) and Heavy Industrial (IND-2). NEXT STEPS Transmittal to Review Agencies – 30 days City Council – Adoption Public Hearing in April 2015 “Grand Landings North” Proposed FLUM & Zoning Map Amendment
