5 Scott County CDA Scott County CDA is proposing a multi-family senior building on 451 and 501 Seville Drive, without a commercial component, which requires the following actions: Requests: Comprehensive Plan amendment to change future land use from Highway Commercial to High Density Residential. Comprehensive Plan amendment to increase the maximum density allowed for High Density Residential from to 33 units per acre. Rezone property from C-3 Highway Commercial to R-4 Multiple Family Residential District Ordinance amendment to decrease the lot area required per dwelling unit for multi-family residential from 2,000 sq. ft. to 3,000 sq. ft., increasing the maximum density from to 33 units per acre. 6 Scott County CDA Comprehensive Plan Amendment
The Comprehensive Plan is intended to guide the growth of the community. As events and circumstances within the community change, the Comprehensive Plan shall be reviewed and updated, as appropriate. Amendments to the Comprehensive Plan shall not occur without public notice, a public hearing conducted by the Planning Commission, City Council final review and approval, and approval by the Twin Cities Metropolitan Council. Amendments to the Comprehensive Plan should be considered if there have been changes within the community or issues arise which were not anticipated by the Plan. Haila

Whispering Meadows Plat – 1999 All properties guided for Highway Commercial – 11 of 19 parcels remain undeveloped Additional high density residential in this area could support existing businesses and increase marketability of remaining parcels for commercial development. The site is adequately served by city utilities to accommodate a multi-family residential use at the density proposed. The City Council should consider the best use for the property and whether the change from Highway Commercial to High Density Residential, as well as the proposed density increase, is consistent with the goals and policies of the Comprehensive Plan. 8 Scott County CDA Rezoning and Code Text Amendment Request
Amendments, including rezonings, shall not be made indiscriminately but shall only be used as a means to reflect changes in the goals and policies of the city as reflected in the Comprehensive Plan In order to allow for a multiple family senior housing building, without a commercial component, a rezoning to R-4 Multiple Family Residential is necessary. To allow for the density proposed by the applicant, a code text amendment to Table A of the zoning ordinance is necessary to decrease the lot area required per dwelling unit from 2,000 sq. ft. to 1,320 sq. ft.
