COLLABORATIVE IV – Lead Economy: China Adoption of Renewable Energy Standards Project overseer Song Yanqin November 4, 2002 Seoul

Background Fosters the development of common standards for RE in the APEC member economies. Facilitate renewable energy related trade and investment liberalization. Review and documentation of available standards for off-grid and grid-interactive renewable energy system applications in APEC member economies.

Objective Development of harmonized standards for renewable energy Growth in renewable energy businesses due to increased opportunities among APEC member economies Development of renewable energy technology and infrastructure due to greater access, lower cost as a result of economies of scale benefits, and expansion of the renewable energy market

Current Status Request for Proposal issued on APEC Website in May Three institutes submitted proposals Evaluation committee ranked the three proposals The one ranked first is under negotiation with the APEC Secretariat

Main Tasks and Activities Survey of Available Standards Needs Assessment Stakeholder Workshop Action Plan Renewable Energy Standards Next Steps (dissemination and adoption)

Working Plan The SWG will be led by China and will involve member representatives of the Expert Group on New and Renewable Energy Technologies (EGNRET), in particular Australia, Canada, Indonesia, and the U.S. Other economies who are interested in making contribution

Key deliverables include (Schedule is tentative) : 1. Completion of a survey on the existing standards By the end of December Stocktaking workshop By the end of March Development of an Action Plan By the end of April Distribution by the Consultant of the draft RE standards resource guide By the end of May Finalization of the resource guide on renewable energy standards By the end of July 2003
