A U.S. Department of Energy Office of Science Laboratory Operated by The University of Chicago Argonne National Laboratory Office of Science U.S. Department of Energy APEC Village Power Workshop Cary Bloyd Argonne National Laboratory Bloyd@anl.gov Hanmer Springs, Canterbury, New Zealand Hanmer Heritage Hotel November 7-9, 2004

Pioneering Science and Technology Office of Science U.S. Department of Energy What is APEC?  Asia-Pacific Economic Cooperation (APEC) was created in 1989  Objective: Promote trade liberalization, trade facilitation, and technical assistance  Implements its activities through 11 working groups including the Energy Working Group (EWG)  EWG is assisted by 5 Expert Groups  New and Renewable Energy Technologies (EGNRET)  Clean Fossil Energy (EGCFE)  Energy Efficiency and Conservation (EGEE&C)  Energy Data and Analysis (EGEDA)  Minerals and Energy Exploration and Development (GEMEED) (http://www.apec.org)

Pioneering Science and Technology Office of Science U.S. Department of Energy APEC Member Economies span the Pacific Australia Brunei Darussalam Canada Chile Peoples Republic of China Hong Kong China Indonesia Japan Republic of Korea Malaysia Mexico New Zealand Papua New Guinea Peru Republic of the Philippines Russia Singapore Chinese Taipei Thailand United States Vietnam

Pioneering Science and Technology Office of Science U.S. Department of Energy Asia Pacific Economic Cooperation Informal Meeting of Economic Leaders Ministry Meeting Senior Officials Meeting (SOM) APEC Business Advisory Council Sectoral Ministerial Meetings APEC Secretariat APEC Secretariat Budget & Management Committee (BMC) SOM Sub-committee on ECOTECH (ESC) SOM Sub-committee on ECOTECH (ESC) Committee on Trade & Investment (CTI) Committee on Trade & Investment (CTI) Economic Committee (EC) SOM Task Force (2) Working Group (9) & Other Group (2) Working Group (9) & Other Group (2)

Pioneering Science and Technology Office of Science U.S. Department of Energy APEC Expert Group on New and Renewable Energy Technologies (EGNRET) Mission: To facilitate the increase in the use of new & renewable energy technologies in the APEC region In carrying out this mission, EGNRET -Provides technical support for in country program development -Promotes trade in clean energy technologies

Pioneering Science and Technology Office of Science U.S. Department of Energy EGNRET’s Renewable Energy Activities are Diverse and Complementary Conduct research projects Organize workshops Lead Major Initiatives -APEC 21 st Century Renewable Energy Development Initiative

Pioneering Science and Technology Office of Science U.S. Department of Energy EGNRET Has Completed 35 Projects Since 1992 Workshop on Renewable Energy as it Relates to Sustainable Development Workshop on Distributed Electric Power APEC Renewable Energy Infrastructure Assessment Economy-level Renewable Energy Roadmaps Analysis of Renewable Energy Retrofit Options to Existing Diesel Mini-Grids Workshop on Advances in Electricity Storage in Support of Distributed Renewable Energy Based Systems Financial Roadmap for the APEC Region

Pioneering Science and Technology Office of Science U.S. Department of Energy APEC 21 st Century Renewable Energy Development Initiative Launched in May 2000 Launched by the United States at the 4 th APEC Energy Ministers meeting Developed within the EGNRET A Multi-Year Work Program Purpose: To advance the use of renewable energy for sustainable economic development and growth of the APEC region (http://www.apec-cpi.com)

Pioneering Science and Technology Office of Science U.S. Department of Energy Eight Collaborative Efforts Support the Initiative I: Stakeholders Dialogues, Outreach Forums and Symposiums: USA II: Micro-Business Development: USA III: Renewable-Energy Training and Certification Network: Australia IV: Renewable-Energy Standards: China

Pioneering Science and Technology Office of Science U.S. Department of Energy Collaborative Efforts Under the Initiative (Continued) V: Distributed Resources: New Zealand VI: Renewable-Energy Technology Applications: USA VII: Web-Based Renewable Energy Information Dissemination: New Zealand VIII: Financing: Mexico

Pioneering Science and Technology Office of Science U.S. Department of Energy Village Power was the theme of EGNRET 20 held in Korea (November 2002) Topic: Economy Specific Village Power Opportunities and Challenges China, Hong Kong-China, Indonesia, Japan, Korea, Chinese Taipei, Thailand, USA and APERC made presentations Korea has over 3,100 inhabited islands -All have power, mostly via diesel mini-grids -It was suggested that they consider combining renewable energy with the diesel mini-grids Thailand is currently looking at how to best provide electricity to 200 villages that have a total demand of about 1.2 MWe Indonesia reported constraints to distributed RE systems including: limited access to roads, limited infrastructure, limited well educated people to operate power plants, and most households have limited purchasing power.

Pioneering Science and Technology Office of Science U.S. Department of Energy Workshop Purpose is Threefold + 1 1. To introduce and explore renewable energy technology options and solutions for village power applications 2. To share information on renewable energy for village power applications -lessons learned -best practices -experiences 3. To explore establishment of a regional network of village power champions, proponents, and practitioners

Pioneering Science and Technology Office of Science U.S. Department of Energy Produce an APEC EWG Policy Paper on Village Power for Sustainable Development Two major initiatives are going forward in 2004 -Framework proposal for implementing energy investment recommendations approved by Energy Ministers -A comprehensive plan to enhance the APEC Energy Security Initiative for energy security, sustainable development, and common prosperity
