CHINA’S PROJECTS PROPOSALS FOR SESSION 2 Sun Yang Department of International Cooperation National Energy Administration, China Sydante@hotmail.com

2012 APEC SESSION 2 1 Establishing Low Carbon Energy Indicators for Development of APEC Low Carbon Town 2 Research on the radiation system integrated with hybrid energy and phase change energy storage(RSIHEPCES) in low carbon town 3 APEC Distribution Transformers Survey: Estimate of Energy Savings Potential from Increase in MEPS 4 Research and marketing on nano fabrication technology for high efficiency amorphous silicon (a-Si) thin film solar cell (TFSC)

2012 APEC SESSION 2 - 1 Establishing Low Carbon Energy Indicators for Development of APEC Low Carbon Town This one-year proposed project is designed to develop a set of low carbon energy indicators, for tracking the trends of energy consumption and CO 2 emission, assessing CO 2 reduction integrated with energy saving and low carbon energy application, and evaluating the effects of low carbon measures on and from the socio-economic and environmental aspects, as well as providing governments a quantitative method to develop CO 2 reduction target and refine low carbon energy strategy and action plans for development of APEC low carbon town.

2012 APEC SESSION 2 - 1 The project main activities are structuring a framework of low carbon energy indicators, collecting data for establishing indicators, making comparisons among participation APEC economies, organizing a workshop in tentative Hangzhou city for dissemination of the project outcomes and exploration of further cooperation on low carbon town development among APEC economies at provincial, national and regional levels. The project plans to be implemented in one year, and dates for key activities and deliverables are scheduled since project start: M1 – M2: structure a framework of low carbon energy indicators. M3 – M4: collect basic data needed for indicators. M5 – M7: make analyses and comparison on indicators. M8 – M10: finalize the report M11- M12: organize the workshop for dissemination of results.

2012 APEC SESSION 2 - 2 Research on the radiation system integrated with hybrid energy and phase change energy storage(RSIHEPCES) in low carbon town With the help of the design and research for radiation system integrated with hybrid energy and phase change energy storage (RSIHEPCES), the indoor thermal comfort will be improve, the building in APEC regions will be operated in low energy consumption and the renewable energy will be more efficient and economical.

2012 APEC SESSION 2 - 2 March 1, 2012 – May 31, 2012 To investigate the flexibility and application potential of the RSIHEPCES ; To optimise the RSIHEPCES with the integration method including theoretical research, computation simulation and experimental research. ; June 1, 2012 – Oct 31, 2012 To find the optimization heat source/sink combination for the RSIHEPCES demonstrative project. To test the energy performance of the prototypes for finalizing the design and to develop a series of the RSIHEPCES. To organize two forums and create a website to promote the technology. Nov 1, 2012 – Nov 30, 2012 Report to the EWG.

2012 APEC SESSION 2 - 3 APEC Distribution Transformers Survey: Estimate of Energy Savings Potential from Increase in MEPS This study will assess the energy savings and GHG emission reduction potential related to the increase in energy performance of DTs, share experiences among APEC economies about successful and less successful EES&L programs for DTs and provide APEC economies with recommendations on how to develop roadmaps for the increase of MEPS and development of efficient EES&L programs for DTs.

2012 APEC SESSION 2 - 3 Overall project duration is 1 year: Initial data collection through EGEEC contacts, interviews (when appropriate), literature review and Internet search, review outcomes of “APEC Market compliance mechanisms for S&L programs”, and other studies: month 4 Data analysis, identification of best practices: month 7 Analyze lessons learned and develop recommendations: month 7 Develop strategic framework for the development of national roadmaps for the increase of MEPS: month 8 Develop proposal for the harmonization of testing methods: month 9 Workshop for consultation and dissemination of results: month 11 Publication of report including comments and inputs from the workshop: month 12

2012 APEC SESSION 2 - 4 Research and marketing on nano fabrication technology for high efficiency amorphous silicon (a-Si) thin film solar cell (TFSC) This project specially research on the nano trapping structure manufacturing technology which can realize the commercialization of a-Si TFSC with high efficiency and low cost. To manufacture the mould of nano light trapping structure in low cost. To improve the flexible nano imprinting technology for the industrialization of a-Si TFSC mass production To optimized the nano structure on the surface of a-Si TFSC to get higher light efficiency

2012 APEC SESSION 2 - 4 From April 1, 2012 to April 20, 2012 do investigation the ability of the top-level thin film solar cell company and university research centre in Asia Pacific. From April 21, 2012 to May 10, 2012, According the previous investigation, choose 5 typical companies or labs and make technical communications. From May 11, 2012 to June 20, 2012, Organize the international conference on thin film solar cell, establish the world thin solar cell alliance, and divide the key technologies to members. From June 21, 2012 to May 3130, Buy the essential equipment and begin the technics research. Form the analysis report of a-Si TFSC apply in Asia Pacific about the research achievement and the project feasibility report
