Proposed Panel Description Testing margins beyond expected temperatures and numbers of cycles are often a topic of discussion near the end of a program to preserve schedule and cost with the large amount of support staff necessary. However, design margins prior to the manufacture of a design have not been given as much scrutiny in the thermal community. It can be argued that the design margins could have a greater impact on power, mass, and cost (via complexity) margins over the life of a program than the testing margins near the end. Since the design margins necessitate the commitment of resources and consequently can impact other subsystems, it is important to design a system that is robust enough to meet requirements but not so over-designed as to erode cost and schedule margins to implement the design. This session seeks to provide some transparency to the design process and margins held in a design among various organizations and to open the topic for discussion as to what are appropriate levels of margin and risk to incur on flight programs. 17
