2 Introduction The current HyTASP Program Committee structure is very loose –Membership is basically whoever walks through the door –Specific tasks are handled by Ad-hoc groupings of members that get appointed at meetings –Usually at the last minute so very little gets done Members that have historically done it before (Dave Stallings and the conference, for example) AIAA is pushing Program Committees to become more active and interact with the Technical Committees –PCs are to bring an integration role to the TCs (see next chart)

4 Proposed and Accepted Add subcommittees to the HyTASP Program Committee – Accepted @ CIRA 5-17-05 –Initial subcommittees: Steering Subcommittee –Consists of selected members of the committee, past chair, and current chair –Provide guidance and recommendations to the chair –Develop and maintain the committee vision statement (both words and application) –Provide succession planning of officers (until better plan is developed such as elections) –Review major policy proposals from other subcommittees and submit to membership for up or down vote Current Members – Doug Garrard, Dave Reubush, Walt O’Brien, Tom Curran

5 Proposed and Accepted –Initial subcommittees (cont’d): TC Liaison Subcommittee – Peter Montgomery –Define TCs with which HyTASP will interact –Select membership to interact with defined TCs –Report to overall HyTASP membership pertinent activities and events in the TC community –Report to respective TCs what’s going on in the HyTASP PC –Provide pathway of opportunities for each group to support the other in their mission Conference Subcommittee – Dave Stallings –Continue excellent history of planning and executing our conference –Working closely with the TC Liaison Subcommittee, support TCs in developing Hypersonic tracks at their conferences »Particularly Hypersonic program-related sessions –Working closely with the TC Liaison Subcommittee, bring TCs into the planning and execution of our conference by having TC-specific tracks/sessions where appropriate

6 Proposed and Accepted –Initial subcommittees (cont’d): Public Policy Subcommittee – Kevin Bowcutt –Assume responsibility for the current ad-hoc process of developing hypersonic white papers for Congressional Visits Day –Grow the scope to capture currently missed opportunities to spread the message »I’m not sure what they are, but I’m sure they’re out there Membership Subcommittee – Dan Marren –Develop membership criteria »What does it mean to be an “active” member? –Maintain role of active members and subcommittee assignments –Develop plan for officer succession –Develop and maintain membership handbook

7 Proposed and Accepted –Initial subcommittees (cont’d): Honors and Awards – Balu Sekar –Initially, develop plan for HyTASP Honors and Awards –Working with Steering Subcommittee, secure funding from AIAA to provide appropriate recognition to award winners –Long term, oversee honors and awards process

8 Proposed and Accepted One final recommendation –All active members shall serve on at least one subcommittee Not Serve = Not Active –I’m not making this up, most TCs have this in their charter

9 Schedule Run proposal by Steering Subcommittee –Now Select “Champion” for each subcommittee that is willing to serve as initial leader –Before Italy conference Present plan for subcommittees to the membership –At Italy conference HyTASP Program Committee Meeting Members volunteer to serve on subcommittees of interest (or are recruited by champions) –Immediately following July JPC Initial subcommittee meetings –At January ASM, if desired. Electronic meetings are also acceptable –To be reported on at HyTASP meeting

10 Chairman’s Comments I’m not looking to create a bureaucracy –Idea is to get the major activities worked outside the normal HyTASP meeting to improve our output in both quality and quantity Note the idea of having the steering committee review / edit proposals and having the committee membership only having an up-down vote (no group editing by 50 people) We’ve got to do something on the membership –I don’t want something as extreme as the Ground Testing Committee, but we do need some control on who claims membership AIAA is pushing hard to get us, the PC, to interact with TCs to give them a way to broaden their influence and impact –Current structure is too “stove pipe” to see the big picture
