NESCC Meeting March 28, 2013 1

Topics Accomplishments Since Last Meeting Program Management for NESCC Support to the NESCC Sponsor Committee Review and Potential Revision of Charter Member Survey 2

Accomplishments since November 3 NESCC documents circulated to members. More user-friendly NESCC Document Library created. Polymer Pipe Codes and Standards for Nuclear Power Plants - Current Status and Recommendations for Future Standards Development published and available on ANSI Website. NESCC member roster updated. Press releases on Construction Speed and Quality Improvement Technologies Task Group, HDPE pipe report, and March meeting issued. March meeting publicized via social media. Member feedback prior to survey. Support to the NESCC (next slide).

Program management for NESCC Funding for Secretariat support. Task group support. Working to define standardized processes for task groups. Task group composition, operation, report development, review process, schedule. Developed more comprehensive task group proposal form.proposal form Providing funding for task groups, if appropriate. Sponsor Committee (more to come). 4

Support to the NESCC: Current Sponsoring Agencies: DOE and NRC. Provide financial support for the establishment and implementation of the NESCC and associated approved NESCC activities. Federal Co-chair : NIST Standards Coordination Office Private -sector Co-chair: ANSI Secretariat: ANSI 5

NESCC Support to the NESCC: Future 6 Sponsor Committee NRC Private Sector Co-Chair Private Sector Co-Chair Federal Co-Chair Federal Co-Chair ANSI DOE Advisors Advisors: nuclear energy experts representing stakeholder organizations and the collective needs of the nuclear energy industry invited to provide input on selected issues and topics.

Sponsor Committee Purpose is to consider the nuclear energy environment, both current and anticipated issues, and assist the NESCC with strategic direction. Primary function is to assist with development of the NESCC processes and strategy. Each member has a defined role with specific responsibilities to fulfill while coordinating efforts and working together to support the NESCC. 7

Sponsor Committee Responsibilities Sponsoring Agencies: Provide funding to the NESCC, coordinate federal efforts related to nuclear energy, inform the NESCC of their agencies’ needs, receive input from NESCC that will help influence agency processes. Federal Co-Chair: Work with sponsoring agencies to address needs and establish consistent processes for the NESCC and its Task Groups (TGs), engage with NESCC members to address issues, concerns, and recommendations; provide operational support to TG leads and assist in progressing toward end goals; fund TGs. Private Sector Co-Chair: Engage industry contacts to support the NESCC mission and TG initiatives; help increase industry participation, especially end users; and be a conduit through which industry can raise sensitive issues. ANSI: Engage a broad spectrum of private-sector stakeholders, including SDOs, to support the NESCC mission and TGs. 8

Nomination of Private-sector Co-chair Any stakeholder organization can nominate a candidate. Provide candidate information: Nominee’s name, organization, title, and contact information. Qualifications as a nuclear energy industry leader, including the following: Skills, expertise, and experience. Positions held. Description of relationships with other industry stakeholders and expected capability to increase stakeholder participation in the NESCC. Affiliation with Standards Development Organizations. Strengths and experience related to the current challenges faced by the nuclear energy industry. 9

Review of NESCC Charter Needs to be revisited: established June 1, 2009. Considerations: Mission - expanded or reduced. Needs to reflect current nuclear environment. Evaluation of NESCC. Stakeholder groups for membership. Consensus operations. Addition of Sponsor Committee. NESCC review and comment period. 10

Member Survey Informal communications to date asking for opinions and suggestions: Coordination of nuclear standards is important and valuable to the community. Believe the NESCC effort is productive. Better communication of what the NRC/DOE wants to see from the Task Groups. Number 1 Issue: SDOs are revising standards and developing new ones, but NRC does not currently have a process for adopting/accepting revised/new standards. The NRC and SDOs need to come together and work out a process for accepting revised/new standards. Standards database is very important – when new or revised standards are available from SDOs, the database would make it possible to check all references to the standard to evaluate implications of approving the new/revised standard. 11

Member Survey (continued) Plan to do a formal survey to ask questions, such as: Do you and/or your organization value the NESCC’s contributions to the nuclear community? Are meetings effective? Enough? Too many? What is your primary reason for participating? Ideas for new task groups? Suggestions for better outreach, communications, effectiveness of meetings? Topics you wish to see on a future agenda (new technology, existing technology, more details on federal agency operations relate to nuclear energy)? Future speakers? Have you used the information in either of the final reports of the Concrete and HDPE Task Groups? If so, how? ANSI will make survey available online. Goal is to have results before the July meeting. 12
