National Nuclear Regulatory Portal (NNRP) (Concept, Development and Experience) FNRBA Training Course on Knowledge Safety Networks, 14–18 October 2013, Nairobi, Kenya N. Haring (GRS), Germany

Content  Background  Functions of the National Nuclear Regulatory Portal (NNRP)  Structure and Content of the NNRP  Joint activities to develop pilot NNRPs  Conclusion 2 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya

Background FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya  2008/11 – 1 st Technical Meeting on the Establishment of the RegNet Proposal to establish an integrated and uniform approach to regulatory country profiles  2009/11 - CS on the Development of the Country Nuclear Regulatory Profile Further specification of the designs, templates and contents Completion of the template for CNRP Establishment of a mastercopy for the CCS- and the CNRP-website Application of the drafted websites and templates for selected countries (Germany, Russian Federation, Ukraine and Belarus)  Several Consultant Meetings to develop the Pilots of Germany, the Russian Federation, Ukraine and Belarus  st Workshop on the National Nuclear Regulatory Portal (NNRP) 18 representatives from 17 countries  2013/ nd Workshop on the National Nuclear Regulatory Portal (NNRP) June 2013, Vienna, Austria 3

Functions of NNRP The National Nuclear Regulatory Portal  Is a national portal under the GNSSN framework  It serves as an interface between national stakeholders and GNSSN.  Contributing Member States as well as international organizations should be represented by their specific nuclear energy and regulatory profiles.  NNRP includes information on nuclear facilities and radiation activities and the role of government and regulatory bodies in the peaceful uses of nuclear energy.  NNRP will be mainly used by national regulatory bodies and their TSOs as well as the IAEA staff member. The information available on NNRP helps to understand how nuclear regulatory framework is organized in Member States and how it can contribute to improving nuclear safety and security. NNRP sites are only accessible to authorized GNSSN users. FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya4

The NNRP comprises...  Country Nuclear Regulatory Profile (CNRP) Radiation and nuclear facilities and activities of the country Responsibilities and functions of the government Global safety regime Responsibilities and functions of the regulatory body  General Country Information : National Reports to the CNS, JC, etc. Legislative and Governmental Structure Regulatory Body and involved parties  Regulatory pyramid  Review and Appraisal services performed for the country  National event reporting & feedback system FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya 5

Architecture of the National Nuclear Regulatory Portal (NNRP) as agreed at the TM on Establishment of the International RegNet in : Navigator 2: main info 3: quick info 6 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya 5. References and other useful information

Implementing the designed architecture The agreed structure content of the Country Contributor Site (CCS) and Country Nuclear Regulatory Profiles (CNRP) had been translated into SharePoint website templates. General Country Information  „General Country Information“ contains quickly accessable references both to the documents and sites which are parts of this NNRP- website and also to external resources: National Reports (CNS, JC) Legislative and Governmental Structure Geographic information Organisations and Committees (homepages of national information sources and institutions) Information from IAEA (References to diverse data bases of the IAEA) Additional links 9 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya

Country Nuclear Regulatory Profile (CNRP)  The purpose of the profile is to compile information on the respective national radiation and nuclear facilities and activities as well as related regulatory infrastructure and practices.  The content shall be compiled by using already existing documents, that are contained in many different data sources such as reports and responses to questionnaires.  The information is structured in five chapters: 1.Radiation and nuclear facilities and activities 2.Responsibilities and functions of the government 3.Global safety regime 4.Responsibilities and functions of the regulatory body 5.References and other useful information 10 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya

Country Nuclear Regulatory Profile – Chapter 1 Radiation and nuclear facilities and activities  An overview should be given on the facilities and areas that need nuclear security and safety regulations by referring to already existing national websites, reports, profiles, or responses to questionnaires such as: national reports on nuclear conventions, nuclear power country profiles or the IAEA Nuclear Energy Handbook, IAEA databases such as PRIS, reports from review missions and appraisals, responses to questionnaires.  The content as addressed by the requirements listed below should be organized by giving links to the appropriate national resources. Information might be given for the different areas as:  Nuclear  Radiation  Waste  Transport  Emergency preparedness and response  Security 11 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya

Regulatory Knowledge Base Regulatory Pyramid Only in rare cases, the documents for the regulatory pyramid should be loaded in the full text version onto SharePoint sites. It is always a better variant to have a link to the server of the national legislation and to the rules and guides placed at the national authorities. 14 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya The regulatory pyramid demonstrates the hierarchy of national regulations.

The objective is to provide information to Member States interested in IRRS missions and support sharing and exchanging experiences and lessons learned from these missions among Member States.

Event Reporting & Feedback Operational Experience Feedback (OEF)  This section gives information on the OEF in the country.  The objective of this part is to provide information about operational experience feedback system at a national level to assist member states in developing, implementing and managing operational experience programs. Generic Safety Issues (GSI)  The GSI database collects, assesses, and provides in-depth information regarding generic safety issues (GSI).  The overall task of the database is the evaluation of reports, analyses, studies and expert assessments in countries concerning generic safety issues. 17 FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya

Conclusion  At present, still running NNRP pilot phase with adequate structure and comprehensive content.  Technically, no limitations to provide detailed regulatory content based on the national structures.  GNSSN/RegNet/NNRP is ideal as an active collaborative platform, including discussion of issues, to plan meetings and to host all relevant information.  Next steps are counrty-specific and regional activities to go ahead with further NNRP developments Recruiting new pilots Promoting NNRP globally, regionally and nationally FNRBA Traing Course on Knowledge Safety Networks, Oct 2013, Nairobi, Kenya 19
