3 IAEA RAF 9038 Final Coordination Meeting Status of progress with implementing the national self- assessment of the regulatory infrastructure for safety: Scope of Self-Assessment : Questionnaires/Modules selected for the first self-assessment cycle Control of Medical Exposure Regulator; Safe Transport of Radioactive Source; Core questions (GSR part 1 and GS_R-3) ; Emergency Preparedness and responses ; Occupational Radiation Protection ; Public and Environmental exposure Control; Waste Management and Decommissioning ; Safety and Security of Radioactive Sources. 3

4 IAEA 4 Challenges: Management commitment : Weakness in coordinating the teams work; Creation of a section responsible of data bases and assessment tools management (RAIS, SAT, SARIS, RASIM) under the supervision of the national direction. Renew of the working teams Training / understanding : Lack of understanding of some questions and the analysis process; Insufficiency of training. Sufficient training of the personnel; Team working (all the staff). RAF9038 Final Coordination Meeting

5 IAEA 5 Challenges: Personnel : Young staff (experience, little overview of the regulatory infrastructure, motivation); Training to enhance the skills. Time : Management of time (long duration with an unfinished work); Good planning; Completion of SARIS in the first quarter of 2014; Review of the core questions topic in January with a full analysis. 6 IAEA 6 Challenges: Technical (software, question-sets, etc.): Installation Language, understanding of some questions. External (i.e. cooperation from other organizations, etc.) : Little cooperation with health department Enhance cooperation for data sharing. Regional cooperation through peer review mission (CI, Niger, Morocco) for transport topic (under RAF 9046). RAF9038 Final Coordination Meeting

7 IAEA 7 Project outputs and outcomes: Findings : Useful tool for assessment and improvement of the regulatory infrastructure; Training tool. Benefits and added-value: Enhancement of the regulatory infrastructure (legislation and regulations, procedures ); Trained personnel; Awareness raising; Better organization; Better regulation and control of radiation sources Planning of activities. 8 IAEA 8 Project outputs and outcomes: Lessons learned: Well trained personnel : base of a strong regulatory infrastructure. 9 IAEA 9 Improvements to regulatory infrastructure: Implementation of improvements to the regulatory framework – progress Licensing and inspection enforcement; National radiation sources register and management; Draft decrees on transport of RM, RWM, in process of adoption; Draft national policies on radiation safety and RWM; Emergency plan in discussion with the civilian protection; Processing the ratification of two conventions : convention on early notification of a nuclear accident and convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency. 10 IAEA 10 Improvements to regulatory infrastructure: Changes made in activities / organisation / functioning of the Regulatory Body New organization chart ; Creation of a new section for data bases and assessment tools management; Team working; Use of SARIS as a training tool. 11 IAEA Other project benefits: Training courses Four Regional Training Courses for Regulators on Authorization and Inspection of Radiation Sources : 8 persons ; Regional (AFRA) Training Course on National Register for Radiation Sources including Regulatory Authority Information Systems RAIS 3.1 Web, Botswana : 1 person Regional Training Course on Self-Assessment of National Regulatory Infrastructure for Safety held in Tunisia in 2009 Regional (AFRA) Training Course on Self-Assessment of National Regulatory Infrastructures for Safety (SARIS) : 1 person. 11 RAF9038 Final Coordination Meeting

12 IAEA Other project benefits: Meetings Three coordination meetings relative to the project; Regional Workshop on Requirements of the BSS for Protection against Ionizing Radiation and for Safety of Radiation Sources held in Nairobi in 2010; Third African IRPA Regional Congress in Nairobi; Regional Experience Exchange Meeting on the Self-Assessment Exercise; Regional workshop on exchange of good practices and self- assessment results for improvement of regulatory performance in December. 12 RAF9038 Final Coordination Meeting

13 IAEA 13 Relevant observations: Notable good practices to be shared with all participating States Peer review between the member states. Areas of common concern to be addressed in other similar projects Completion of SAT and SARIS. Action plan enforcement and follow-up. Specific regulations drafting.
