NotificationNotification

Notification Objectives To understand the need for the Regulatory Authority to identify and locate radiation sources through a system of notification and to maintain a national inventory

Notification Contents Identification of sources Notification procedure National inventory

Notification Definition: Any legal person intended to initiate a practice or to possess a source, shall submit a prior notification to the Regulatory Authority. Notification is the basic mechanism which provides information to the Regulatory Authority about a proposed action. Application for authorization serves also as notification. Apparatus exempted by the Regulatory Authority may require notification (conditional exemption).

Notification and authorization Practice or source proposed Excluded?Proceed Notification only required Exempted? Notify Proceed Yes No

Notification and authorization (cont’d) Apply for authorization Notification only required Suitable for registration Obtain licence Proceed Yes No Proceed

Notification Notification provides useful information: To identify the users and sources prior to initiating an authorization process. Prior to making a decision about granting an exemption for certain types of sources. From the importers and dealers about the sources imported, exported and distributed.

Notification The list of sources and practices requiring notification only, shall be established by the Regulatory Authority. For example: Educational use of low-activity sources Use of static eliminators (registration?) Use of electron microscope (registration?) NOTE:Notification about the use of consumer products should not be required.

Notification / Registration / Licensing Criteria: The risk associated with the practice and sources The degree of control required by the equipment The size of the workforce submitted to potential exposure The potential health and environmental consequences of accidents

Notification / Registration / Licensing Type of ControlRisk levelComplexity of practice Notification LowSimple Authorization by registration Authorization by licensing HighComplex

Sample questionnaire Notification of practices and sources 1.Name and address of the legal person 2.Name and address of the organization 3.Nature of the practice in which the source is used 4. Identification of each source RADIONUCLIDE Activity (Bq): Chemical form: Sealed source Unsealed source Manufacturer: Model:

Sample questionnaire (cont’d) Notification of practices and sources RADIATION GENERATING EQUIPMENT Manufacturer: Model: Operating potential: Nature of the equipment in which the source is installed: Model: ………………….………………………………………… Date Signature of legal person

National inventory Procedures for establishing initial inventory Develop list of potential users of sources. Develop list of potential suppliers of sources. Coordinate programme with Customs for control of sources entering country. Circulate questionnaire to identify possible source users and require compliance with the regulations. Record the users and sources in database.

Some sources and practices could be exempted from authorization, and “Notification only” -procedure would be sufficient control. List sources and practices for which the notification could be the only requirement. Discuss: 1the criteria to exempt these sources and practices from authorization 2the reasons why they are not suitable to be totally exempted from all regulatory control Exercise Notification
