1. Challenges  State funding of HIV/AIDS treatment programmes after September 30, 2008;  Scaling up of methadone substitution maintenance therapy;  Implementation of STI control programs for vulnerable groups;  Current procurement schemes under Round 6 program for both PR’s are under serious threat due to Government’s refusal to declare imported goods as humanitarian aid.
