Residential New SF Energy Star Homes UES Measure Update December 17th, 2013

Res New SF Energy Star Homes Measure Overview Current Category: UES Measure Current Status: Under Review Current Sunset Date: December 2015 Reason for Update/Review: Measure recommendation memo suggested this measure be placed under review. Update to new Pro Cost template, update to SEEM94 and update documentation. Baseline Type: Current Practice 2

Res New SF Energy Star Homes Measure Overview Presentation shifts to Measure Workbook, “Summary Tab” See Section “Measure Properties” and “Measure Identifiers”

Measure Workbook Update Summary Developed New Construction Baseline SEEM workbook. Ensures consistency across all SF new construction measures. All simulations updated to SEEM 94 from SEEM 92 Updated calibration thermostat setpoint and internal gains data used. Latest ProCost template used for this measure workbook. Updated electric and domestic hot water calculations Matches latest RTF workbook for residential DHW tanks workbook. Savings changed from 518 kWh to 175 kWh. Costs updated from $69 to $ 92 for electric water heater Ventilation calculations done via SEEM Ventilation savings remain unchanged. Ceiling and floor insulation upgrade cost updated using the Standard Information Workbook.

Measure Workbook Update Summary (Contd.) Update made to lighting LPD for baseline and efficient case to account for EISA standards. Each case is defined by the percentage of high efficiency lamps. Assumed that 22 % of lamps are EISA exempt (RBSA findings for ID & MT). Assumed that remaining standard efficiency lamp go from 60 W to 43 W as per EISA. Assumed 15 W CFL, 43 W EISA compliant incandescent and 60 W EISA exempt incandescent.

Measure Workbook Update Summary (Contd.) No incremental cost for CFL as sum of EISA compliant and CFL are comparable in cost. Documentation updates need to be completed by staff.

Items for RTF Discussion Change in Savings Updated Water Heater Savings ~ 330 kWh decrease New version of SEEM gives lower heating savings. Updating to SEEM 94 and calibration thermostat setpoint adjustment decrease heating savings by at least 20 %. Savings are further lowered by calibration thermostat setpoints.

Presentation Shifts to Measure Workbook “Summary” tab, sections “Constant Parameters” and “Energy Savings Estimation Method, Parameters and Data Sources” “Presentation” tab

Summary of Changes Energy Savings have reduced for all HZ and CZ iterations of this measure. Updated package costs are similar to existing package costs. Energy Star homes are cost effective for electric HVAC system in all climate zone. For gas HVAC, Energy Star homes are cost effective in four HZ, CZ combinations only.

RTF Proposed Motion: I _________ move that the RTF approve the Energy Star New Construction Single Family ID & MT UES measure to “Proven” category with “Active” status with a sunset date of December, 2015 Provided staff complete the documentation requirements of this workbook.

Residential New SF Energy Star Homes BOP2 Option UES Measure Update December 17th, 2013

Residential New SF Energy Star Homes DHP Technical Compliance Option (TCO) UES Measure Update December 17th, 2013

Res New SF Energy Star DHP TCO Homes Measure Overview Current Category: UES Measure Current Status: Under Review Current Sunset Date: December 2015 Reason for Update/Review: Measure recommendation memo suggested this measure be placed under review. Update to new Pro Cost template, update to SEEM94 and update documentation. Baseline Type: Current Practice 20

Res New SF Energy Star Homes Measure Overview Presentation shifts to Measure Workbook, “Summary Tab” See Section “Measure Properties” and “Measure Identifiers”

Measure Workbook Update Summary All updates made to Energy Star BOP2 with the exception of efficient lighting percentage. DHP TCO requires 90 % efficient lighting. DHP modeled using SEEM 94. Previously DHP modeling was done outside of SEEM (using SEEM 92 generated heating loads), as SEEM 92 did not have a DHP comparable to measure definition.
