Standard Information Workbook (SIW) Update Proposal Regional Technical Forum May 13, 2014

Today’s Agenda SIW Overview Staff Highlighted Areas Summary of Updates Staff Recommendation Proposed Decision 2

What is the SIW? A centralized data resource containing regionally representative costs and non-energy benefit data that are common across multiple measures Data are recorded and documented in the SIW (an Excel Workbook), which is available on the RTF websiteRTF website Provides automatic conversion from data-year dollars to base-year dollars Provides a consistent platform for cost data and analysis 3

Staff Highlighted Areas None 4

Summary of Updates Updated the following sections of the SIW: – GDP price deflators – Residential lighting costs Added the following new sections: – Wood fuel credit ($ value of wood savings) – Residential HVAC interaction factors – EER values (for refrigeration systems) – Residential water heater recovery efficiencies 5

GDP Price Deflators Used for normalizing costs to ‘same year’ dollars 2006$ used in ProCost analyses Current SIW (v1.5) deflators stop at 2012 Staff updated deflators to include 2013 and 2014 (Q1) 6

Residential Lighting Costs Current SIW contains residential CFL costs only Last month’s CFL and LED measure update used updated CFL costs, in addition to LED, incandescent and halogen costsCFL and LED measure update Staff updated SIW to include all res lighting technology costs 7

Wood Fuel Credit At its September 2013 meeting, the RTF voted to value wood/biomass savings at the average retail rate of electricitySeptember 2013 meeting Staff used latest EIA data to compute regionally-weighted average electric rate – $0.09/kWh, 2012$ 8

Residential HVAC Interaction Factors Methodology and analysis from 6 th Plan supply curve work is used Current CFL and LED measure workbook makes use of these factorsCFL and LED measure workbook Staff added these res HVAC interaction factors to SIW – Also cleaned up and organized analysis to make the derivation more transparent 9

EER Values EER analysis presented to the RTF at March 2013 meetingMarch 2013 meeting EER analysis was updated since March meeting per RTF’s request – PECI re-ran the 8760 simulation analysis using evaporator loads instead of condenser loads to determine EER – Revised analysis sent to grocery subcommittee for approval 10

EER Values (continued) – Comments from Michele Friedrich and Jamie Anthony indicated that new values appeared much more realistic – Final EER summary table updated and included in SIW – Explanation of how to use table (and weightings) is included in the SIW, in addition to analysis summary 11

Residential Water Heater Recovery Efficiencies The ratio of energy delivered to the water to the energy content of the fuel consumed by the water heater (NREL)NREL Does not include standby losses Values are used in a number of RTF measure workbooks DOE’s standard assumptions are included in the SIW 12

Next Round of SIW Updates Incoming water temperatures – Ecotope has collected incoming water temp data from heat pump water heater research – Dataset expected to be ready in a couple of months Update/validation of residential HVAC interaction factors using latest version of SEEM 13

RTF Staff Recommendation Adopt the values proposed in the Standard Information Workbook for use in completing measure assessments 14

Proposed Decision “I _______________ move that the RTF adopt the values proposed in the Standard Information Workbook v1.6 for use in completing measure assessments.” 15
