2 Background  Promotes markets for recycle-content products derived from waste tires generated in California  Decreases the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires  Included in the Board’s approved document, Five- Year Plan for the Waste Tire Recycling Management Program – 3rd Edition Covering Fiscal Years 2005/2006 – 2009/2010
