1 California Integrated Waste Management Board 1 May 9, 2007 Committee Item N Board Item 23 Consideration Of Grant Awards And Scopes Of Work And Contractors For Research and Technical Outreach Contracts and Augmentation Of Existing Contractors To Be Funded From The Reallocation Of FY 2006/07 Tire Recycling Management Program Funds (Tire Recycling Management Fund, FY 2006/07)

2 California Integrated Waste Management Board 2 Background Board Approved the Five-Year Plan in May of 2005 that contained expenditures for FY 2006/07. Each year the Program has remaining funds that may be reallocated to other projects. This year staff solicited Stakeholders for ideas on how these remaining funds might be spent.

3 California Integrated Waste Management Board 3 History Board awarded $2,275,060 of unused funds at its February 2007 meeting to the following project: $60,000 - Augment San Francisco State University Contract IWM05051 $120,000 - Rubberized Slurry Seal Investigation $1,895,000 - Tire Derived Product Grants $50,000 - Cal/EPA Environmental Justice Action Plan, Precautionary Approach $150,000 LA County Department of Public Works

4 California Integrated Waste Management Board 4 Two Actions Staff is seeking Board consideration on two separate actions: 1) Approve the FY 2006/07 proposed reallocation activities 2) Approve the Scope of Work for the County of Los Angeles Department of Public Works Rubberized Asphalt Concrete Performance Model

5 California Integrated Waste Management Board 5 Remaining Funds The program has the following funds available: –$100,000 CDAA Enforcement Assistance –$297,200 Tire Enforcement Grants –$1,500,000 Short-Term Remediation –$154,133 Local Gov’t Waste Tire Cleanup Grant Program –$907,584 Local Gov’t Amnesty Grant Program –$5,000 National Product Stewardship Institute Sponsorship –$904,642 Targeted RAC Incentive Program –$1,361,546 Continuation of RAC Use Grant Program –$30,632 Tire-Derived Product Grants –$13,000 Targeted Outreach for Tire-Derived Projects –$465,334 Support of Other CIWMB Market Development Activities –$250,000 RAC Technology Centers

6 California Integrated Waste Management Board 6 Funding Activities listed on the previous slide total $5,989,071 Board awarded $2,275,060 at its February meeting. $3,714,011 is available for reallocation. In addition, the $1 million reserve maybe available contingent on no emergencies occurring on or before June 30, 2007.

7 California Integrated Waste Management Board 7 Staff Recommends Funding The Following Projects: –TBD – Targeted Rubberized Asphalt Concrete Incentive Program –TBD – Continuation of RAC Use Grant Program –$50,000 Augment CSUS contract Waste Tire Generation and Diversion Study –$367,292 Yolo County contract for Used of Innovative Tire Derived Aggregate Biofilter for Treatment of Air Pollutants from a Aerobic Composting Operation –$100,000 Augment SDSU Research Foundation contract Development of a Tire Flow Study in the California-Mexico Border Region

8 California Integrated Waste Management Board 8 Staff Recommends Funding The Following Projects: –$865,583 University of California Berkeley contract Technical Outreach Through the Institute of Transportation Studies –$108,966 Printing expenses for Conservation and Pollution Prevention at a Shared Border Curriculum –$1,200,000 California State University, Chico Research Foundation contract Pavement Outreach through the Pavement Preservation Center –$725,000 – Augment R.W. Beck contract Tire- Derived Business Assistance Program to fund the BAP Grants – B List

9 California Integrated Waste Management Board 9 Staff Recommends Funding The Following Projects: $500,000 Fund Solid Waste Disposal and Codisposal Site Cleanup Program Environmental Services Contracts (IWM05017 and IWM05067) to Fund Tire- Related Cleanup Activities. $25,000 Augment Air Resources Board Inter Agency Agreement (IA) to Purchase, Support, And Make Available Surveillance Equipment To Assist The Special Waste Tire Enforcement Program. $50,000 Augment IA with California Highway Patrol to Conduct Enhanced Enforcement, Security Assistance, Education, Training, Investigative Assistance, And Surveillance for the Waste Tire Compliance Program

10 California Integrated Waste Management Board 10 SUMMARY OF REMAINING FUNDS $4,714,011 remains unspent for FY 2006/07. Staff recommends funding the project listing in Table one of the item in the order they are listed as funds become available. Adopt resolutions number 2007-111

11 California Integrated Waste Management Board 11 Scope Of Work Los Angeles County Department of Public Works was awarded $150,000 for a Rubberized Asphalt Concrete Performance Model at the Board February meeting. Goal of this contract is to provide information to local agencies on the projected service life and performance of streets and roads surfaced with RAC over time. Adopt resolutions number 2007-112
