2 California Integrated Waste Management Board 2 Background Included in the Board’s approved document, Five- Year Plan for the Waste Tire Recycling Management Program –4th Edition Covering Fiscal Years 2007/2008 – 2010/2011 Applicant & Project Eligibility Must divert a minimum of 2,500 CA waste tires Must divert a minimum of 2,500 CA waste tires Maximum of $5 per tire diverted Maximum of $5 per tire diverted Public entities purchasing tire-derived products such as sport surfacing, sidewalks, weed abatement covers, mulch, sound barriers and traffic safety products

3 California Integrated Waste Management Board 3 Application Requirements Certify compliance with the principles of Environmental Justice Certify compliance with the principles of Environmental Justice Provide a current, approved resolution, as applicable Provide a current, approved resolution, as applicable Provide an acknowledgement that the applicant has a recycled-content purchasing policy or directive Provide an acknowledgement that the applicant has a recycled-content purchasing policy or directive Certify that one-hundred percent (100%) California Waste Tires will be used in the project. Product manufacturers/suppliers must complete the Tire Derived Product Certification Form (CIWMB 227) Certify that one-hundred percent (100%) California Waste Tires will be used in the project. Product manufacturers/suppliers must complete the Tire Derived Product Certification Form (CIWMB 227) Submit only one (1) application; an application may include multiple tire-derived products/projects

5 California Integrated Waste Management Board 5 If more grant funds are requested by eligible applicants than are available, a random selection process will be conducted. 6 California Integrated Waste Management Board 6 Staff recommends Option 1, approval of the proposed applicant eligibility, project eligibility and evaluation process for the FY 2007/08 TDP Grant Program, and adoption of Resolution Number 2007-157. Staff Recommendation Award Item Staff will present the award item at the Board’s December 11, 2007 Board Meeting. Allocation / Funding Five-Year Plan allocates $2.4 million $100,000 for each eligible applicant
