Objective Identify options for a professional procurement and supply chain operating model, with a wide scope of influence across buying organisations, which meets the increasing needs of NHSScotland and reflects changes in wider Scottish public sector

What I found… Track record of delivering savings year-on-year Roll out of Pecos across all Boards Improved PCA scores over time and ‘best in PS’ Significant growth in NDC throughput Improved use of reporting and analysis Improved collaboration between boards As always:‘Pockets of excellence’

What I also found… Inconsistent strategic recognition of Procurement Little investment in people development Little commitment to contract collaboration Inconsistent CoE/Board engagement Individual target chasing – little NHSS corporacy Duplication of effort Same systems – but evolved differently
