4 Public Sector Procurement Vision Category A Category B Category C1 National Strategies & Contracts: Goods or services of a similar standard or nature Where a single interface with the public sector facilitates efficiency and competitiveness of suppliers. E.g. IT HW, Telecoms, Office Equipment & Supplies Sector Specific Strategies & Contracts: commodities and Services that tend to be unique to a specific sector, yet common within that sector General Strategies & Contracts: Commodities not categorised as A or B. Establishment of contracts will be conducted as the remit of a single organisation. e.g. niche IT applications. Where interface coordinated via a sector CoE. E.g. Wheelie bins, Medical Equipment, Care Services Commodities & Services categorised as A, B or C Category C Where interface coordinated via regional hub or local organisation Local/Regional Strategies & Contracts: where it is appropriate to consolidate requirements on local/ regional basis

5 Accessibility to Contracts All Procurement Scotland contracts advertised to ensure that the Scottish Public Sector has access. The Scottish Public Sector will be fully defined in the tender advert but does include: Police Fire NHS Local Authorities Central Government (Core departments, Agencies and NDPB’s) Higher and Further Education

6 National Category Forums (NCFs) Cross-sectoral advisory groups; Bring particular expertise in the goods or services in scope for Cat A procurement; Comprise sectoral procurement staff and representatives from technical and end-user communities; Nominated by sectoral COEs or appropriate protocol; Ensure pragmatic procurement strategies are developed and deployed that deliver best value; Represent support/lead/facilitate wider stakeholder communications and engagement within their sector. 11 Partnership Bids (involving small, medium and / or large firms) have succeeded in winning many places on Procurement Scotland national agreements (a case study will follow) Bidding in collaboration with other firms can: –Increase your geographical coverage; –Increase the range of services you can offer; and –Allow you to demonstrate a wider range of experience; Partnership Bids (in any form) will be evaluated by the team –Consortia; –Sub-contracting bids; and –Innovative solutions? Bidding in partnerships can be very successful but does take time and, should you be successful, will involve legal costs. There is no need to form legally-binding partnerships until you’re sure you’ve won business Start exploring options today during the networking event Further opportunities for networking: –Online after this event –Post PQQ /pre ITT? 16 Procurement Policy Handbook; The Procurement Policy Handbook sets out the fundamental rules, behaviours and standards applicable to public procurement activity in Scotland Scottish Sustainable Action Plan; The Scottish Government has produced the Action Plan to assist the public sector to build sustainable procurement into their corporate culture, take proper account of sustainability in procurement activity and to be able to demonstrate how this is being achieved. Procurement Capability Assessments; The objective of the PCA is to assist organisations to improve their structure, capability, processes and ultimately performance, by attaining a level of performance that is appropriate to the scale and complexity of their business.
