Definition of “best practice” Key factors to identify a “best practice”: innovation and excellence; effectiveness; efficiency; transferability; Qualitative assessment of statistical methods with regard to: Operational criteria, defined through a set of indicators agreed among all partners Obligatory nature Impartiality and objectivity Design of the data acquisition system Type of information collected Recurrence Units targeted for the data collection NUTS level Effectiveness Efficiency Accuracy, reliability and quality TF 2008 requirements: Availability of the required info by types of variables and categories (Must have; Nice to have; RES and fuel poverty) Quantitative assessment by means of: Operational criteria Synthetic coverage indicator (SCI) Overall index based on a weighting process of SCI and operational indicators Ranking of statistical methods in an overall index scale Selection of best practices/methodologies by type of method Lessons learnt and recommendations Identification of common elements to set up the basis of standardized methods according to each coverage group Structure of the chapter and proposal of contents (4):
