3 The invitation for proposals
The intension of Eurostat to provide grants for pilot surveys on passenger mobility is known for more than a year Providing grants for pilot surveys was discussed as an option in the Eurostat Seminar of 2013 and in the last Task Force meeting last April 2014 The invitation for proposals for grants on passenger mobility surveys was discussed in the last meeting of the CGST in November 2014, and information on the procedure for applying was also presented to the Member States In the last meetings (Seminar, TF, CGST) a number of countries expressed interest to participate to the pilot survey

The Invitation for Grants was launched end of April Invitation letter with deadline for submission of proposal and: Technical specifications (Annex I, including award criteria) Grant application form Budgetary details – excel sheet (Annex III) Template of respective grant agreement Guidelines for applicants Deadline for Applications: end of July

5 The Technical Specifications
Module 1: Passenger mobility surveys The objective of this action is to set-up dedicated passenger mobility surveys or adapt existing or planned surveys of passenger mobility to collect relevant statistics for producing the list of indicators listed in the Eurostat guidelines using the prescribed methodology and definitions.

Survey data should be collected in order to produce a separate set of indicators for each of the following passenger mobility types: -Total mobility -Urban mobility -Short distance mobility (0-299km) -Medium distance mobility ( km) -Long distance mobility (1000km and more)

Specific reference to the work of the Passenger Mobility Task Force Task Force will follow and guide the launching of the passenger mobility surveys and will propose a minimum subset of the above mentioned indicators to be provided as a minimum requirement for all beneficiaries. Limited technical support to individual Member States is also foreseen by specialised experts The Task Force may provide modifications or further clarifications on indicators and methods covered in Eurostat's guidelines

Eurostat will receive feedback for the refinement and improvement of the passenger mobility guidelines. The level of financial support to be provided for the action will depend on the degree of implementation of Eurostat guidelines, such as coverage of the required indicators, representativity and quality of results at national level, use of the definitions and survey sample size.

Module 2: Analysis and publication of results The beneficiary will produce a report in the form of a publication describing in detail the survey approach methodology used, the survey implementation process, and obtained results. Analysis of the survey results. Suggestions for improvement of the survey methodology and definitions covered in Eurostat guidelines

Survey reference year: 2016 Budget The estimated budget of the Commission is EUR Shared funding 30% of the cost must be funded by the beneficiary's own sources or third parties Up to 70% of the eligible costs will be covered by the Grant

Duration The maximum duration of the action is 16 months Evaluation of the action Successful organisation of the survey Use of Eurostat guidelines on passenger mobility Coverage of the required indicators Timely transmission of data Quality of the method used

12 Grant Award Criteria Criteria Mark (maximum points) a) Relevance of application in relation to the objectives of the invitation and the priorities of the annual work programme (50 points) b) Quality of the proposal, on the basis of the following criteria: Presentation of expected results; Clarity of practical application in terms of how the project’s goals and outputs are to be achieve; Expected impact and sustainability of the action (10 points) Time schedule of the action (work plan); Management arrangements (5 points) Level of detail of description of the work; Organisation of methods; Technical methodology; Compliance with Eurostat Guidelines (20 points) Coherence, relevance and proportionality of the estimated budget in relation with the proposed action Maximum total score 100 points

13 Indicative Timetable September 2015: Evaluation of proposals
November 2015: Signature of the Grant Agreement November –December 2015: Preparation of the survey 2016: Survey year January – April 2017: Consolidation of results – Reporting April 2016: Launching of 2017 Call for proposals (to be confirmed)
