2 Background Currently the legal basis for quality reporting is given by regulation (EC) No 28/2004 Since 2004 new standards and tool for quality reporting were introduced Existing guidelines provide help for adjusting the requirements to the tool

3 Proposed annex 3 of the regulation
Is based on the current regulation and guidelines Follows the ESS Standard for Quality Reports Structure (ESQRS 2.0) Only one report per data collection Will complement the horizontal act covering quality for all social surveys (Common Regulation on Quality) The draft may be still adapted for harmonisation with the Common Regulation on Quality Will be complemented by more detailed guidelines for filling in the quality reports

CONTACT STATISTICAL PRESENTATION Basic description, classification systems, sector coverage, differences with standard definitions, statistical units, units, target population, reference area, time coverage, reference period STATISTICAL PROCESSING Source data, sampling frame, design and procedure, data collection, frequency, national questionnaires, validation and processing, calculation of summary statistics (imputation, calibration, weighting)

QUALITY MANAGEMENT Quality assurance (quality management system), qualitative assessment of the overall quality of outputs RELEVANCE User needs, user satisfaction, completeness ACCURACY Overall accuracy, sampling errors, non-sampling errors (coverage, measurement, unit and item non-response, net sample size, processing errors, model assumption error), data revision policy & practice TIMELINESS AND PUNCTUALITY Delay between end of the field period / end of income reference period and delivery, punctuality of delivery to Eurostat, dissemination of national results

COEHERENCE AND COMPARABILITY Geographical and over time comparability, coherence with HBS, National Accounts, other domains if available ACCESIBILITY AND CLARITY Dissemination formats; documentation on methodology and quality COST AND BURDEN Respondent burden (average interview duration), if possible by mode CONFIDENTIALITY Other provisions besides EU legislation; description or rules applied COMMENT Optional
