2) Assessment based on a Synthetic Coverage Indicator (SCI) How to proceed? Through a weighting method applied to both the categories and the corresponding variables Different weights must be used in accordance with the importance of the different categories (“Must have”> “Nice to have”>…) and variables (energy consumption by end uses>….> household characteristics) Why is it considered necessary to use a coverage indicator? The evaluation of the statistical practices is a necessary condition to satisfy before proceeding with the selection of best practices. A transparent , objective and competitive procedure must be established It’s a proper way to quantify the impact of the EUROSTAT initiative  SECH projects on the improvement of energy statistics of the household sector in EU countries. All this leads to the necessity of a qualitative and quantitative assessment of the current coverage of the requirements established by TF 2008. 10 Main Conclusions to be considered
The development of MESH project makes absolutely necessary the availability of a transparent and quantitative TF 2008 coverage indicator, which allows to choose best statistical practices in an open and competitive market. MESH project must stay away from subjective assessments (“I prefer…”; “I like…”), presenting transparent and professional ones. Whatever alternative assessment proposal of TF 2008 coverage will be welcome, as long as the principles of professionalism, objectivity, transparency, equity and competitiveness are respected.
