2012 "negative priorities" to prioritise requirements and lower the burden on the ESS (reduced resources for producing EU statistics) Repeal of Regulation No 1552/2005 on CVT statistics in enterprises, definition of a restricted CVT data collection instead. Set up of the CVTS Task Force to propose the technical elements of a revised legal. Modernisation of social statistics, improvement of LFS (see item 4.1) , MEETS 25-26 April 2013 Eurostat Education and Training Statistics Working Group - Luxembourg, April 2013

4 Mandate of the TF Provide recommendations on the provision of indicators on CVT in a coherent statistical framework; Advise on the related improvement of sources and define a restricted data collection on CVT (module); Propose the technical elements for revised legal acts; Assess the sustainability of the proposals for lifelong learning and Vocational Education and Training statistics.

6 Repeal of the CVTS legal acts
Option 1: included in the future Framework Regulation Integrating Business Statistics (FRIBS).which will allow repealing of other business statistics framework Regulations. Not ready yet Option 2: a separate process. The (new) implementing Regulation defining the restricted CVT data collection would refer to the framework Regulation (EC) N°452/2008 on education and lifelong learning statistics (through domain 3).

7 Main issues in quality reports
Diversity of non-response rates: Below 20%; BG, CY, CZ, ES, LT, LU, SK 40% or above: AT, BE, FI, FR, MT, PT, SE. In between: EE, HU, NL, PL, SI Length and burden of the survey: availability/quality of quantitative data Improvement of questionnaires / definitions used in the survey do not match the information available in enterprises in certain cases. 25-26 April 2013 Eurostat Education and Training Statistics Working Group - Luxembourg, April 2013

Increase in NACE coverage: Possible for private entities in NACE P and Q (health/education) Not possible for public entities in NACE P, Q and O. Use of national LCS for data on CVT costs Possible in 2020 in few countries (not in 2016) EU LCS data covers only external CVT costs. Other categories via national LCS for countries using such a source for CVT costs.

Further integration between national LCS and national CVTS – Need for more frequent AES results 2015/2016: first stage of the new system (AES & CVTS Commission Regulations) 2020: AES & CVTS every 4 years? (legal acts with modernisation of social statistics)

17 Further rationalization: options for 2020 (2/2)
Two approaches would be possible at national level: A stand-alone survey at national level using a similar approach as the 2010 CVTS (e.g. DE, FR, ES, PL, PT, CH). A restricted set of variables on CVT (topics ‘b' to 'f' for businesses) in combination with other vehicles for CVT costs (e.g. in IT, NL, AT, SI, SK, SE and FI): The restricted set of variables might consist of a standalone survey or of a module of an existing vehicle at national level. CVT costs data to be transmitted in a tabular format in that context, less flexibility for analyses
