(c) International Road Transport Union (IRU) 2012 TRANSPark Combating road freight crime with safe and secure truck parking ECMT Group on Road Transport Paris, 16. March 2012 Jens Hügel Head – Sustainable Development

This is the IRU (c) International Road Transport Union (IRU) 2012

Evolution of IRU Membership 1948: eight founder countries1948: eight founder countries

Why work with secure parking areas? (c) International Road Transport Union (IRU) 2012  Truck Drivers, Transport Operators, Parking Area Managers  Stringent social legislation that sometimes even forces truck drivers to stop on hard shoulder or in unsecure areas!  A significant lack of parking areas and even along major international highways;  The frequently insufficient quality of available parking areas from the point of view of safety, security and comfort;  High risk being targeted, together with their vehicle and cargo, by organised crime!  1 in 6 drivers have been attacked over the last five years!  74% of attacks occur in parking areas, lay by’s or service areas  Direct financial loss from attacks and theft above 7 Billion euro!

Response from IRU / ITF  IRU: data collection since mid 90s (+15 years!) Location and main featuresLocation and main features  International Transport Forum: verification by Ministries of Transport  Last paper version 2009: 44 countries, >2000 sites  TRANSPark: Launch September 2009 Largest challenge: Collection of parking data and maintenance of these! Challenges to overcome now Availability and access to information on the location of parking areas!  Authorities (Transport Ministries, Road Directorates, Traffic Police…) should locate the parking areas and parking area owners (also private) should register on TRANSPark and then use the self assessment tool to: - Determine their service level (stars) - Determine their security level (locks)  Authorities and all relevant stakeholders should establish a national parking area assessment committee and be present in the IRU/ITF run International Assessment Committee – done or started in the Netherlands, Belgium, United Kingdom, Hungary, Denmark... (c) International Road Transport Union (IRU) 2012

International Assessment Committee Objectives:  Ambassadors to ensure the inclusion of all parking areas  Forum to discuss future developments of TRANSPark  Caretakers of the overall quality of the system and information provided  Supervise the procedure of control  Key stakeholders as members IRU, International Transport Forum, DG MOVE, ETF, ESPORG, TAPA, Ministries from NL, B, UK...
