4 Border Waiting Times Observatory (BWTO)
Friendly application for Data Providers and Users According to research, barriers to road transport cost billions each year to national economies. One of the most spectacular and most harmful barriers is waiting times at borders. The economic and operational efficiency of border crossings, if borders are there, reflects the general efficiency of a country. To fight inefficiencies at borders, the IRU has operated a web based e-Border Waiting Times Observatory over the last decade. This system is user and data supplier friendly, easily extendable to new regions and borders and provides basic statistical and graphical tools for analytical purposes. © International Road Transport Union (IRU) 2009

5 Border Waiting Times Observatory (BWTO)
Regular Data Supply! It calculates waiting times in hours at both sides of the border and provides reports for any period of observation. BWTO, as with any other information system, works only if regular data are fed into the system. This can be achieved in an improved public-private partnership and specific working arrangements between authorities and the IRU and its associations. © International Road Transport Union (IRU) 2009

New EU regulation : TIR Electronic Pre-Declaration Security: Advance Cargo Information IRU TIR EPD - TIR Single Window Concept - 6 Countries: Czech Republic, Estonia, Finland, Hungary, Poland, Slovakia - Under preparation for Bulgaria, France, Latvia… - Next: Belarus, Turkey, Ukraine … Allows: - Risk Assessment by Customs Authority - Speed up border crossing procedures - Security Holder IE15 Data File EU Customs Advance Cargo Information – IRU EPD As another concrete contribution to facilitation and security, the IRU, taking into account the EU regulation in force since and the need for advance cargo information, has developed an IT application based on the TIR Single Window Concept to allow operators to launch their TIR electronic pre-declaration and advance cargo information directly and without the intervention of third parties. Currently, the application works in 6 countries and its geographical scope will be extended further in and outside the EU. This contribution facilitates the handling of transports by operators, allows customs risk assessment, reduces the waiting times at borders and therefore contributes to security. 7 SafeTIR – Security and Facilitation of Customs Transit Processes
Online Monitoring of TIR Transports All steps are computerised SafeTIR: International Network of IT Communication connecting 56 countries (Customs and National Associations) Last enhancement: SafeTIR Real Time: Public-Private Partnership for security Online verifications by Customs Authorities of status of TIR Carnets - Prevent fraud - Ensure security In operation: Russian Federation Next: Belarus, Turkey and Ukraine IRU Archive IRU Control Issuing Association Issuing Association IRU Holder SafeTIR – Security and Facilitation of Customs Transit Processes – is another of the latest IRU e-applications. As part of managing the TIR System, each individual TIR transport is monitored online thanks to this international IT communication network connecting 56 countries. Based on a partnership with authorities in the Russian Federation, for each TIR truck entering Russian territory, the Customs IT system checks, through the IRU database, the status of the related TIR Carnet from computer to computer. This system, called SafeTIR, functioning since 2006, has reduced to almost zero the number of irregularities in Russia under the TIR procedure. Holder SafeTIR Cute Wise Driver Driver Customs

9 Facilitation & Security Partnerships
Public-Private Partnership Ensure smooth and secure border crossing procedures by e- tools: TIR Convention and related IT applications IRU BWTO Commercial Partnership e-CMR: Facilitation of commercial transactions Security and confidentiality of data amongst commercial partners Harmonisation of data exchange To conclude: a comment on the Facilitation & Security Partnerships which are needed for e-applications to facilitate international road transport Under PPP: The IRU and its Member associations, in partnership with Customs and other authorities, have put in place IT mecanisms which are already in operation and proven to be successful with the objective to facilitate border crossings and reinforce road transport security. A few of these have been mentioned in this presentation. Another PPP application is the IRU BWTO. Under CP: We can mention, for example, the last protocol to the CMR Convention, initiated by the IRU, which will contribute to security by facilitating the exchange of contractual data amongst all commercial partners.
