European Union Economic and Social Committee report on “Security of Transports” of March 2003: “If security procedures become too stringent the business of transporting goods could grind almost to a halt, which would give terrorists the success they were seeking. 4 WCO SAFE Framework and AEO Guidelines to obtain AEO status
The WCO Framework of security standards and AEO guidelines are to secure and facilitate global trade by providing: Customs to Customs relations and Customs to Business relations Comprehensive package of security requirements Accreditation criteria to obtain AEO status © International Road Transport Union (IRU) 2007

5 Implementation of WCO SAFE Framework
WCO SAFE Framework is an instrument : to establish international standards to secure trade for all modes of transport to strengthen the cooperation between Customs administrations to strengthen Private Public Partnership (PPP) But it is not a binding legal instrument! © International Road Transport Union (IRU) 2007
