FY 13 Review 1 st year of MAP-21 –New program name and funding formula 1 st year of a 4 year funding formula transition Posted on website –New Safety Funding set aside –New Tribal Bridge Inspection requirements –No HPP –Full fund distribution in early Spring Began update of 25 CFR 170

FY 14 (so far) 2 nd year of two-year MAP-21 Operating under a 107 day Continuing Resolution –Keeps Gov’t functioning until January 15. –107/365 of funds will be made available (29.3%) –Tribal shares are based on FY 14 formula run –Funds are being made available now.

TTP Safety Funds FY13 –Purpose of Program –2% takedown from TTP ($8.6 million) –Notice of Funding Availability (NOFA) –Number of Applications and total dollars requested 240 applications, $27 million –Analysis –Awards Announced November % of applications will receive funding Only Safety Planning funding at this time

TTP Safety Funds FY14 –Debriefing of FY13 non-successful applicants –NOFA and Grant Solicitations for FY 14 funding Late January/early February Applications due in late March Awards and funding in late June/early July –May be delayed if full year CR or appropriations not passed

TTP Bridge Funds Purpose of Program –Rehabilitate or replace deficient bridges. –2% takedown from TTP ($8.6 million) History of Program Adoption of new technology How to apply Questions

Bridge Inspections Included in MAP-21 All BIA and tribal bridges must be inspected every two years Inspections must be carried out by qualified inspectors BIA and FHWA are working on an approach to meet the MAP-21 requirements

TIGER Special Funding for projects –Made available through Congressional Action Tribes can be direct applicants and recipients There have been 5 rounds of TIGER to date –Tribes have been awarded or been directly involved with 12 projects totaling more than $79 million. No Tiger VI yet

Update to 25 CFR 170 History –Development began in 1999 as a result of the passage of TEA-21. –Utilized negotiated rulemaking with Tribal and Federal Teams. –Rule was published in July 2004 and went into effect in FY SAFETEA-LU and MAP-21 changed the IRR/TTP Program. FHWA and BIA jointly reviewed the existing 25CFR170 and developed a draft update

Update to 25 CFR 170 Presented to TTPCC for review and comment Draft was published in the Federal Register in Spring of 2013 with a request for comments Three consultation sessions were held in Anchorage, Phoenix, and Minneapolis

Update of 25 CFR 170 More than 365 comments were received through meetings, letters, and the docket. All of the comments have been reviewed; responses developed; and the draft regulation updated where appropriate. Now the formal process will begin –NPRM Likely in January/February –Final Rule

Reauthorization MAP-21 is a two year Bill –FY 14 is final year Congressional action –Remember: SAFETEA-LU expired is 2009 but was extended 9 times until MAP-21 was passed in Changes you would like to see
