Ethelred’s problems Spalling concrete Ineffective heating and ventilation Generic heating and hot water charge for residents but high energy costs for Lambeth as landlord Socio-economic study May 2009: –53% of respondents suffered condensation –38% could not keep their homes comfortably warm due to draughty windows.
