2 Energy Saving Policies in Greece (FEK 89/19-5-08) Law 3661/08 (FEK 89/19-5-08) «Policies for energy saving in buildings» complies Greek legislation with the relevant European Directive 2002/91/ΕΚ for “energy saving in buildings” (ΕΕ L1 της 4.1.2003) includes: 1.Regulations for energy efficiency in buildings 2.Regulations for the institutionalization of energy inspectorate The implementation of the specific Law is not active yet and is under liberation (since last December)

3 1. Regulations for energy efficiency in buildings Includes: The methodology to estimate the energy efficiency of buildings The relevant requirements The guidelines of energy efficiency study The procedure of energy efficiency inspection concerning Buildings, boilers, air condition systems

4 1. Regulations for energy efficiency in buildings It is also includes: The type and the contents of the certificate in energy efficiency The relevant procedures and the engaged authorities The calculation of the estimated costs Additional incentives for further energy saving applications

5 1. Regulations for energy efficiency in buildings Refers to New buildings New buildings (more than 1.000 s.m.) should also provide and get approval of their energy efficiency study

6 1. Regulations for energy efficiency in buildings The certificate in energy efficiency is necessary for every new or totally renovated building It is also necessary during selling or renting process The certificate in energy efficiency is valid for ten years

8 2. Regulations for the institutionalization of energy inspectorate Law Ν. 3661/08 Declares that the certification of energy efficiency should be done from the accredited engineers The details concerning their education, their abilities, the necessary procedures and payment are under deliberation

9 General Notifications There is not enough information yet concerning the energy efficiency studies, the way they should be created and approved The whole procedure should not add a lot of bureaucracy and approvals, specially nowadays where constructions are under a period of crisis. 10 ENERGY SAVING IN MUNICIPALITIES A specific initiative for energy saving, in municipalities with population over 10.000 inhabitants is currently supported from the EU structural funds.

11 ENERGY SAVING IN MUNICIPALITIES This initiative supports the following activities in municipalities. 1. Energy renovation in municipal buildings. 2. Energy saving in public places. 3. Energy saving in the transport sector. 4. Energy saving in municipal infrastructure. 5. Awareness raising of the citizens.

12 ENERGY SAVING IN MUNICIPALITIES The total budget of the initiative is 70.000.000€ for the whole country and the subsidies are 70% of the total budget. The municipality should finance 30% of their total budget.

13 ENERGY SAVING IN MUNICIPALITIES The budget of each municipality can vary between 500.000 – 6.000.000 € depending on the size of the municipality.

15 ENERGY SAVING IN MUNICIPALITIES The applications were submitted from various municipalities until 22-6-2006 and the approved projects should be implemented until 31-12-2011.

16 INSTALLATION OF SMALL PV SYSTEMS IN BUILDINGS The installation of small PV systems in buildings is promoted currently in Greece.

17 INSTALLATION OF SMALL PV SYSTEMS IN BUILDINGS The maximum power of the installed PV system should not exceed 10 KWp. The produced electricity can be sold to the grid, for a guaranteed period of 20 years.

18 INSTALLATION OF SMALL PV SYSTEMS IN BUILDINGS The attractive rate of 0,55€/KWh should be paid to the owner of the PV system. Taking into account that a PV system of 1KWp produces annually aprox 1350KWh in Greece, the investment is very profitable.

19 INSTALLATION OF SMALL PV SYSTEMS IN BUILDINGS However due to grid stability, the installation of PV systems in buildings in Greece, where the grid is not interconnected with the continental grid, is not allowed (including Crete). It is expected that soon it will be permitted with max. installed power of 5KWp per building.

20 ENERGY SAVING IN HOUSES The Ministry of development has announced the subsidy of energy renovation of private houses. The initiative will be activated before the end of the year and it will support various investments improving the energy performance of private houses.

21 ENERGY SAVING IN HOUSES The following investments will be supported. 1. Roof insulation of the building. 2. Replacing the windows and the doors with double glazing. 3. Improving the efficiency of the heating system, replacing the old one, or using a renew able fuel.

22 ENERGY SAVING IN HOUSES 4. Installing of a solar heater for the production of the hot water. 5. Insulation of the walls of the building. This initiative concerns buildings which were been built before 1980. In such cases the implementation of measures 1,2 and 3 will result in 30% subsidies of the initial capital investment.

23 ENERGY SAVING IN HOUSES In the case of the implementing measures 1,2,3,4, and 5, the subsidy rate will be 50%. The support will be offered to houses which are not very expensive for social reasons. Also for houses built after 1980, it will be offered tax reductions. It is estimated that for single family house the required investments will be aprox. 6.000 - 7.000€ and the payback period will be 5–6 years.

24 ENERGY SAVING IN HOUSES The replacement of old air conditioning systems in households with new with energy saving technology was implemented last summer in Greece. Approx. 140.000 units were replaced resulting in saving of 53 GWh/year and reducing the CO 2 emissions approx. 47.000 tn/year.

25 ENERGY SAVING IN HOUSES The initiative was financed by EU and national funds and 35% of the purchase price was subsidized and up to 500€ per unit. The total budget of this initiative was 47 million Euros.
