Comprehensive Plans – Preparation & Updating  Ganga basin divided into 23 river systems  Comprehensive plans for flood management for all river systems prepared between 1975 – 1990  Plans circulated to concerned State Governments for appropriate action  Some of the Plans are also presented to all concerned including people representative of the area.  Plans are updated from time to time to include latest planning and actual status of flood management  First updating of plans for all river systems except Kosi has been completed  Second updating for five river systems also completed. Ganga Flood Control Commission 26

Ganga Flood Control Commission 27 Schemes received from the States as per Master Plans  Execution of anti-erosion works is an annual feature and a result of vagaries of floods and monsoons.  Embankment schemes are all covered in the recommendations of the Master plans.  All the above completed schemes, except anti-erosion schemes and those schemes included due to socio-political reasons are generally in accordance with the Master Plans.

Sl. No. Recommendation of Comprehensive Plan Action Taken 1 The Buxar-Koelwar embankment scheme in Bhojpur district in Bihar should be given top priority and all the existing gaps on the embankment should be filled. The Government of Bihar has informed that six out of ten gaps have been closed. Remaining four are on– going. 2 Construction of new embankments on the main Ganga river only after detailed study Governments have informed that the suggestion given in the Comprehensive Plan is being followed while finalising the Annual Plan for flood control. Ganga Flood Control Commission 28 Action on the Recommendations of Comprehensive Plans

Sl. No. Recommendation of Comprehensive Plan Action Taken 3 Anti-erosion works are recommended only at critical places. The recommendation is being taken into account while finalising the anti- erosion measures on main stem of river Ganga. Ganga Flood Control Commission 29

Sl. No. Recommendation of Comprehensive Plan Action Taken 4 The existing flood control and drainage works should be looked after adequately and maintained properly. Although the State Governments are agreeable to the recommendation, however, adequate annual maintenance of works is not being done due to fund constraints. The works for strengthening of embankment, re-excavation of drainage channels and renovation of sluices are taken to restore the benefits by these structures. 5 Raised platforms in the chronically flood affected areas should be constructed as a flood proofing measure. 58 nos. of raised platforms have been constructed with requisite facilities needed during floods. Ganga Flood Control Commission 30 Action on the Recommendations of Comprehensive Plans

Ganga Flood Control Commission 31 Relevance of GFCC in Flood Management  Focussed attention on flood management issues of Ganga Basin States.  Planning and implementation of integrated plan of flood management- Flood Management of inter-State rivers should not be undertaken by States in isolation.  Easy in monitoring and imparting technical know how and flow of Central funds.  Achievements of GFCC being presented

37 Constraints  Lack of Infrastructure  GFCC does not have its own office space – office space provided by Government of Bihar in Sinchai Bhawan- own building-G+2 approved instead of G+6.  Due to less allocation of funds in XI Plan, the office facilities has not been modernized at par with other offices.  Vacancy of staff involved in maintenance / procurement works (Junior Engineer) – Officers at quite high level are involved in these works resulting in loss on manpower –encadrement of JE.

Ganga Flood Control Commission 38 Constraints  Lack of Infrastructure  Office vehicles are inadequate and the existing ones are old and obsolete that need to be replaced by new vehicles.  Hitherto GFCC did not receive due attention in matters related to infrastructure development and manpower posting.  Acute vacancy at almost all levels  (50 out of 101 posts are vacant)  Posts of Chairman to AD-II belongs to CWES cadre and posting of Director to AD-II is decided by CWC.  All deemed abolished posts should be revived –Regional Directorate of GFCC to be operationalised without any post creation.

Constraints  Capacity building  Most of the officials posted in GFCC do not have experience in appraisal of Flood Management Schemes. Urgent need for customized training on FMP, GIS and river modelling software.  No training circulars are received in GFCC. All circulars of CWC/ Ministry pertaining to CWES should have GFCC in mailing list.  Non receipt of data / information from the State Government  GFCC officers visit almost every month to State Government Offices for TAC Meeting / Monitoring / Other meetings.  The matter is pursued in GFCC meeting  The matter is pursued at highest level in GFCB meeting Ganga Flood Control Commission 39

Ganga Flood Control Commission 40 Constraints  Supporting staff belongs to GFCC cadre managed by GFCC -. “Stand alone cadre” -Lack of experience of ministerial staff in handling recruitment / promotion cases has resulted in delay in filling of posts leading to its deemed abolition.
