2. In the succeeding slides we will discuss financial issues as emerged in the 29 th Quality Review Meeting of Finance Controllers in May 2011. All these issues have been taken up with the States/UTs under D.O. No. SSA/FM/2010-11/16 dated 21 st June 2011 from Additional Secretary/S&E, MHRD. We have received some responses from SSA/A&N Islands & SSA/WB. Response from all other States/UTs is still awaited.

3. Andaman & Nicobar Islands Issues: The observations of 1 st and 2 nd study reports of IPAI have not yet been settled for want of adequate comments from the SIS. Internal audit of SSA accounts for the year 2010-11 has not yet been completed. There is also a shortfall of Rs. 398.76 lakhs as on 31 st March, 2011 in the release of State share by the UT administration. UT Response: Will be submitted within next 15 days. Will be submitted by next finance controller s meeting Will be submitted by next FC meetings

4. Andhra Pradesh Issues: IPAI observations of study report phase-I & II are unsettled. ATR on recommendations of 13th JRM not submitted. Compliance of audit observations for the years 2005-06, 206-07 and 2008-09 are unsettled. 1200 positions of block accountants continue vacant for a long time. State Response: Will be submitted within 10 days Will be submitted within a month Will take action to fill up the vacancies within a month

5. Arunachal Pradesh State Response: Will submitted comments within this month Will submit reply by September 2011 Final action to be taken by end of Sept. 2011. Issues: IPAI observations of 2 nd phase study report not yet settled. Audit paras of 2005-06, 2006- 07, 2007-08 and 2008-09 are unsettled. Annual Report for 2009-10 has not been submitted.

6. Assam Issues: IPAI observations of 2 nd phase study report have not been settled. All the posts of block accountants are vacant. State Response: Will be submitted within this month (August 2011). All posts of Block Accountants will be filled up by end of August 2011.

7. Bihar Issues: IPAI observations of 2nd phase study has not yet been settled. ATR on recommendations of 13th JRM not submitted. Audit paras of 2005-06, 2006-07, 2007-08 and 2008-09 have not been settled. SIS could spend only 67% of the available funds and 52% with reference to the approved outlay. Bank reconciliation is not being regularly completed in many units. Submission of Annual Report from 2008-09 and 2009-10 has been delayed. 78 posts of finance & accounts staff at district level and 273 posts at block level continue to remain vacant for a long time. State Response: Will be submitted by next FCs meeting. Replies will be submitted within 2 months (end of Sept. 2011 ). Will take steps to increase the level of expenses. Will be completed by next FC meeting Will be submitted by next FC meeting Will inform the action taken shortly.

8. Chandigarh Issues: The IPAI observations of study reports Ist phase & IInd phase are not settled. Audit paras for the year 2008-09 continue to remain unsettled for want of adequate comments from the SIS. The SIS could spend only 61% of the available funds and 68% of the approved outlay. UT Response : Replies already sent Will be submitted by next week Case Referred to the MHRD

9. Chhattisgarh Issues: IPAI observations of Ist Phase and IInd Phase study reports are unsettled. Observations of audit for the years 2005-06, 2006-07, 2007- 08 and 2008-09 remain unsettled. Bank reconciliation has not done regularly. Positions of finance & accounts staff at SPO (8), districts (36) and blocks (73) are vacant. Internal audit of SSA accounts for 2010-11 is not complete. State Response: Absent

10. Dadra & Nagar Haveli Issues: The observations of IPAI in their reports of phase-I & II are unsettled. Compliance of pending paras of audit report of 2008-09 is awaited. The expenditure remained at 59% of the available funds and 52% of the approved outlay. Annual Report for 2009-10 is not yet submitted. Details of finance & accounts staff imparted training not provided. Internal audit of 2010-11 is not taken complete. UT Response: Will be submitted by end of Sept. 2011. Replies will be submitted by October 2011. Expenditure level will be improved in the current year by filling up of vacancies of staff. Annual report will be submitted soon. Training will be conducted in next month CA firm is to be appointed for 2011- 12.

11. Daman & Diu Issues: Compliance of IPAI observations and audit report – 2008-09 is awaited. The Annual Reports for 2008-09 and 2009-10 have not been submitted. Mandatory training of 5 days to finance & accounts staff has not been imparted. UT Response: 2008-09 report submitted Will be submitted to MHRD very soon Will be conducted by next week of August 2011

12. Delhi Issues: There is a shortfall of Rs. 215.60 lakhs in the release of State share during 2010-11. Expenditure as on 31 st March, 2011 remained at 59% of the funds available and 46% of the approved outlay. Annual Reports from 2007-08 to 2009-10 have not yet been submitted. Positions of 27 finance & accounts staff at district level and 19 at block level continue to remain vacant for a long time. Internal audit of SSA accounts for 2010-11 is not complete. UT Response: Will be released by Sept. 2011 end. CW will be taken up to increase the expenditure MCD asked to recruit the teachers. All reports have been submitted Likely to fill up all the posts by Sept. 2011. Internal Audit conducted upto 2009-10 By Sept. 2011 CA firms will be engaged to conduct the internal audit of 2010-11

13. Goa Issues: The observations of IPAI in Phase-I & II reports and audit paras of 2008-09 continue to remain unsettled for want of satisfactory replies from the SIS. Internal audit of SSA accounts for 2010-11 is not complete State Response: Replies will be submitted by end of Sept. 2011. Comments will be submitted by end of Sept. 2011 2010-11 is completed

14. Gujarat Issues: 5 positions of finance & accounts staff at district level and 8 positions at block level are lying vacant for a long time. State Response: Will be filled up within this month (August 2011 end)

15. Haryana Issues: Compliance of observations of IPAI phase-II report and audit paras of 2005-06, 2006-07, 2007- 08 and 2008-09 remained unsettled for want of satisfactory comments from the SIS. The submission of Annual Reports for the years 2008-09 and 2009-10 has been delayed. 5 posts of finance & accounts staff at SPO level and 21 posts at Block level are lying vacant for a long time. State Response: Comments to IPAI observation will be submitted by August 2011. Outstanding audit paras will be sorted out the meeting to be held in MHRD with FC, Haryana Will be submitted by end of Sept. 2011. All the posts will be filled by the end of Sept 2011.

16. Himachal Pradesh Issues: The observations of IPAI reports of phase-I & II and audit paras of 2005- 06, 2007-08 and 2008-09 remain unsettled for want of satisfactory replies from the SIS. Submission of Annual Report for 2009-10 has been delayed. 4 positions of finance & accounts staff at SPO level, 2 at district and 244 posts at block level are lying vacant for a long time. Field visits by the Finance Controllers on 13 th May, 2011 revealed many lapses in maintenance of books of accounts particularly at below district levels. State Response: Replies submitted to IPAI observations of phase-I report. Comments on audit paras will be submitted by end of August 2011. Annual report already submitted. All posts will be filled up by end of August 2011. These are being sorted out.

17. Jammu & Kashmir Issues: Observations of IPAI reports of phase-I & II not complied with. Audit paras of 2008-09 not complied with. Expenditure as on 31 st March, 2011 was 63% of funds available and 60% of the approved outlay. Preparation of Bank Reconciliation statement is not regular. No information about other financial indicators was provided by the SIS. Internal Audit State Response: Will be submitted by next FCs meeting. Expenditure will go up in this year as all the posts are filled up. Will be completed by next FCs meeting. Already submitted Internal audit will be started during this month.

18. Jharkhand Issues: The observations of IPAI phase-I & II reports are unsettled for want of replies from the SIS. Action Taken Report on the recommendations of 13 th JRM not provided. Compliance of audit paras of 2008-09 has not been reported. Annual report for 2009-10 not submitted. 9 positions of finance & accounts staff at SPO, 20 at district and 100 at block level are vacant. State Response: Comments be submitted within this month. ATR on 14 th JRM recommendations will be submitted within time. Reply submitted Will be submitted within this month. Matter will be reported to the SPD.

19. Karnataka Issues: IPAI observations of phase-II study have not yet been settled. Action Taken Report on recommendations of 13 th JRM not submitted. Compliance of audit paras for 2006-07, 2007-08 and 2008-09 is awaited. 7 positions of finance & accounts staff at district level are lying vacant for a long time. State Response: Will be submitted by Sept. 2011. ATR on 14 th JRM recommendations will be submitted within time. Proposal for PAB’s approval will be submitted by next month. State finance deptt. has been requested to post staff at district level.

20. Kerala Issues: Observations of IPAI phase-II report and audit paras of 2006- 07, 2007-08 and 2008-09 have not been settled for want of adequate comments from the SIS. Annual Report for 2009-10 not submitted. 5 positions of finance & accounts staff at district level are lying vacant. State Response: Will be submitted by next FCs meeting. Replies to audit paras will be submitted within this month (august 2011). Annual report submitted. Will be filled up by end of August 2011.

21. Lakshadweep Issues: SIS has not submitted any information in respect of the quarter ending March, 2011 despite several telephonic requests UT Response: Absent

22. Madhya Pradesh Issues: Observations of IPAI of Phase-II report remain unsettled. Action Taken Report on the recommendations of 13 th JRM not provided. Compliance of audit paras of 2006-07 and 2008-09 is awaited. State Response: To submit a copy of the comments. ATR on 14 th JRM recommendations will be submitted in time. Submitted

23. Maharashtra Issues: Observations of IPAI of 2 nd phase study remain unsettled. Action Taken Report on recommendations of 13 th JRM not provided. Compliance report on audit paras of 2008-09 is awaited. Bank Reconciliation is not upto date. Annual Report for 2009-10 has not been submitted. 18 positions of finance & accounts staff at district and 68 at block level are lying vacant. State Response: Submitted. Will submit ATR on 14 th JRM recommendations in time. Will be submitted within a month. Being done on regular basis Will be submitted within 10 days without Hindi version and Hindi version will be submitted within one month. 24. Manipur Issues: There is a shortfall of Rs. 246.69 lakhs in the release of State share. IPAI reports of phase-I & II remain unsettled. Expenditure as on 31 st March, 2011 remained at 68% of the available funds and 63% of the approved outlay. Annual Report for 2009-10 not submitted. 3 positions of finance & accounts staff at SPO, 4 positions at district and 78 positions at block level are lying vacant. 25. Meghalaya Issues: There is a shortfall of Rs. 881.97 lakhs in the release of State share. Observations of IPAI in their report of phase-I & II study are unsettled. Compliance of audit paras of 2006-07, 2007-08 and 2008-09 is awaited. 4 positions of finance & accounts staff at district level are lying vacant. State Response: Absent

26. Mizoram Issues: There is a shortfall of Rs. 208.06 lakhs in the release of State share. Observations of IPAI of phase-I & II study reports continue to remain unsettled. Compliance of audit paras of 2005-06, 2006-07 and 2008-09 is awaited. Mandatory training to finance & accounts staff is not provided. State Response: Will take up the matter with State Govt. Will be submitted by next month( end of Sept. 2011). Will be submitted by next FCs meeting. Being conducted regularly.

27. Nagaland Issues: Observations of IPAI of Phase-I & II study reports have not yet been settled. Compliance of audit paras pertaining to 2005-06, 2006-07, 2007-08 and 2008-09 is awaited. Annual Report for the year 2009- 10 has not yet been submitted. Internal audit of accounts of SSA for the year 2010-11 is not complete. State Response: Will be submitted by next FCs meeting. Will be submitted within this month. Will start by October 2011.

28. Orissa Issues: Phase-II IPAI report remains unsettled. Action Taken Report on the recommendations of 13 th JRM not provided. Submission of Annual Report of 2009-10 has been delayed. 20 positions of finance & accounts staff at district level and 316 at block level are lying vacant for a long time. State Response: Proposal for PAB will be submitted soon. ATR on 14 th JRM. Will be submitted through a special messenger on 16-17 th August 2011. Will be filled up by October 2011 end.

29. Puducherry Issues: IPAI reports of Phase-I & II have not yet been settled. Compliance of audit paras of 2006-07 is awaited. Submission of Annual Report of 2009-10 has been delayed. 7 positions of finance & accounts staff at block level are lying vacant. UT Response: Copies of the letter to be re- submitted. Already Submitted Will be filled up by end of Sept. 2011.

30. Punjab Issues: There is a shortfall of Rs. 9156.68 lakhs in the release of State share. Submission of Audit Report of 2009-10 is delayed. IPAI observations of Phase-II study remain unsettled. Compliance of audit paras of 2007-08 and 2008-09 is awaited. Submission of Annual Report of 2009-10 has been delayed. State Response: Approached the state govt. to release the State Share. This year report will be sent in time by the Sept 2011. Proposal for PAB approval submitted. Will be submitted by Sept. 2011 end. Submitted.

31. Rajasthan Issues: IPAI observations of Phase-II study have not yet been settled. Compliance of audit paras of 2007-08 and 2008-09 is awaited. Bank Reconciliation is pending in 3 districts for a long time. 20 positions of finance & accounts staff at district level and 82 positions at block level are lying vacant for a long time. Internal audit of SSA accounts for 2010-11 is not complete. State Response: Copies of letter to be submitted MHRD. Will be submitted by end of next month. Completed except one District (it will also be completed within) 10 days. By next FCs meeting. It is going on.

32. Sikkim Issues: There is a shortfall of Rs. 111.32 lakhs in the release of State share. Observations of IPAI of Phase-I & II reports are unsettled. Compliance of audit paras for 2006-07 is awaited. The expenditure as on 31 st March, 2011 remained at 72% of the funds available and 69% of the approved outlay. Internal audit of SSA accounts for 2010-11 is not complete. State Response: Approached the State Govt. to release the State Share. Will be submitted by end of Sept. 2011. Proposal for PAB approved to be submitted. Vacancies of civil engineer have been filled up to accrelate to the CW For Internal audit CA has appointed.

33. Tamil Nadu Issues: There is a shortfall of Rs. 453.88 lakhs in the release of State share. The observations of IPAI Phase-II report are unsettled for want of satisfactory comments from the SIS. Compliance of audit paras of 2006-07 and 2007-08 is awaited. 10 positions of finance & accounts staff at district level are lying vacant for a long time. Internal audit of SSA accounts is in arrears for a long time and the same for 2010-11 has not yet been taken up. State Response: To be reconciled. Will be submitted within this month. Submit proposal for PAB approval. Approached State Govt. to fill up the posts. Already started.

34. Tripura Issues: There is a shortfall of Rs. 948.00 lakhs in the release of state share. IPAI reports of Phase-I & II remain unsettled. Compliance of audit paras of 2006-07 and 2007-08 is awaited. 11 positions of finance & accounts staff at block level are lying vacant. State Response: Likely to received within this month. IPAI, Phase-I Submitted and Phase – II submitted by next FC meeting. Will be submitted by this month. Filled up posts at District and Block level posts will be filled up by this month.

35. Uttar Pradesh Issues: There is a shortfall of Rs. 112.68 lakhs in the release of State share. Observations of IPAI of Phase-I & II reports are unsettled. Action Taken Report on the recommendations of 13 th JRM is awaited. Compliance of audit paras of 2008-09 is awaited. There are 11 vacancies of accounts staff at SPO level and 68 vacancies at district level. State Response: Likely to get in 2 nd supplementary. To be discussed in a meeting in MHRD. Submit a detailed note to MHRD regarding the procedure followed for payment of salary of teachers by the SIS Haryana, UP and WB for discussion in MHRD. Will be filled in this month and Block level posts will be filled up by end of September 2011.

36. Uttarakhand Issues: There is a shortfall of Rs. 836.27 lakhs in the release of State share. Phase-II report of IPAI remains unsettled. Action Taken Report on the recommendations of 13 th JRM not provided. Compliance of audit paras of 2008-09 is awaited. There are 15 positions of finance & accounts staff at district level and 44 positions at block level lying vacant for a long time. State Response: Already released. By end of September 2011. ATR on 14 th JRM recommendations will be submitted within time. Copies of letters to be submitted. All posts will be filled up by end of September 2011.

37. West Bengal Issues: There is a shortfall of Rs. 3515.23 lakhs in the release of State share. Phase-II report of IPAI remains unsettled. Compliance of audit para of 2008-09 is awaited. 19 positions of finance & accounts staff at district level are lying vacant. Mandatory training of 5 days has not been provided to the finance & accounts staff. State Response: Will be released within this month. Already received. Already submitted. By end of September 2011. To be submitted by August 2011.
