2 RKVY Scheme complexion – Instead of proposed 50:50 sharing pattern, it should be 75 : 25(if 100:0is not possibe) It will now be CSS rather than ACA. Only State share should be accounted as part of the State Plan Outlay. Sanctioning Mechanism – Present System of sanctioning mechanism through SLSC to be continued, even if it becomes CSS

3 RKVY Contd... Allocation Criteria - Weightage on increase in spending in agriculture and Allied Sector to be increased from 40% to 50% by abolishing yield gap weightage 10%. Sectoral Outlay – Outlay on Horticulture and Animal Husbandry, Dairy and Fishery should be preferably as per their share in agriculture GDP of the State subject to minimum of 25% for the above sectors For marketing and post harvest infrastructure minimum 10% of total allocation. Share on production stream should not be more than 25% and for infrastructure and asset creation stream should not be less than 75%

4 RKVY Contd… Scale of subsidy – State share of any other CSS should not be funded from RKVY state share. subsidy from two CSS should not be dovetailed topping of other CSS from RKVY should not be allowed Topping of RKVY/CSS with State Plan fund not allowed in existing guidelines should be allowed. Topping of subsidy from 50% RKVY State share to be allowed subject to maximum of 50% limit for each category

5 RKVY Contd… Subsidy limit of 25% for private sector (for residual) to be raised up to 50% Subsidy on individual scheme should not be more than 50% in any case, even after topping up(whereevr allowed) (difference of opinion among group members) Special Scheme – special scheme of national character (NMPS and VIUC) should be merged with Normal RKVY

6 RKVY Contd… Project Appraisal – project appraisal report should be placed before project screening committee for the project of Rs 10 crore or more in the State having allocation less than Rs 100 crore and project of RS 20 crore or more in the State having allocation more than RS 100 crore. Release - 1 st installment should be released for 60% of the total allocation than 50% at present

7 RKVY Contd… RKVY contingency – State should be allowed 5% on overall allocation Comprising 1% on Admn. Expn., 2% on M&E and 2% on contractual manpower. State should maintain the above proportion expenditure at the State level not at the project level.

8 RKVY Contd…. Audit – audited expenditure statement of any scheme executed by independent agency (private) to be required from CA and for Govt. and Semi Govt. implementing RKVY scheme existing system should be continued

9 RKVY Contd… Other Points - All location based projects and demonstration should be covered by GIS and GPS mapping Adaptive research project should be preferred over basic research. Simple format should be developed for comments of GOI on RKVY projects to be sanctioned and submission of DPR should not be required. Common guidelines for Crop demonstration implemented under different scheme should be developed.(for all schemes)
